SUMMARY
Under the supervision of the Chief Portfolio Officer, the Director of Property Operations is responsible for the management of a rapidly growing portfolio of affordable residential properties located in the central city area of San Francisco. TNDC’s current portfolio consists of over 4,300 units in properties in the Tenderloin, South of Market and Western Addition.
The Director of Property Operations directly supervises a staff consisting of Associate Directors of Property Operations, an Associate Director of Financial and Systems, and a Project Analyst. The Director of Property Operations is ultimately responsible for the entire property management, maintenance, and janitorial staff (approximately 300).
The Director of Property Operations staffs the Board of Directors’ Asset and Property Management Committee, serves as a member of TNDC’s Management Team, and is responsible for organization-wide leadership and decision-making.
Salary range: $152,000 - $161,190/year
Location: San Francisco, CA.
ESSENTIAL DUTIES
- Meets with tenants formally and informally as needed.
- Oversees negotiation and management of service and other contracts.
- Remains current on legislation and regulations that may impact property management operations; interfaces with government regulatory agencies as a management agent and ensures regulatory compliance; maintains effective working relationships with representatives of city, state and federal agencies, industry peers, and others involved with government.
- Communicates information between properties and legal counsel appropriately, and partners with Tenant and Community Services Team to avoid negative legal consequences.
- Supports Associate Director of Property Operations to complete lease-up and rehabs on a timely basis.
- Participates as TNDC representative in nonprofit industry and trade association conferences, activities and events.
- Performs other related duties as required.
- Responsible for full compliance with the management agreement.
- Actively participates in the development of new properties, including operating budget, relocation, marketing and design planning.
- Participates in community events as needed.
- Partners with the Director of Tenant and Community Services to build team dynamics for Property Management staff and social workers.
- Oversees supervision, hiring, training and evaluation of staff, including four direct reports and a department of approx. 300
- Oversees preparation and management of building annual operating and capital budgets for all buildings.
- Orientates property management staff to mission and values of TNDC. Develops an ongoing education plan to support staff’s professional growth.
- Develops and maintains reporting systems to provide timely information to Board of Directors, Executive Director, Management Team, lenders and regulatory agencies.
- Develops and implements performance measures for building operations; assures the Project Analyst to provide reliable and timely analysis on key performance indicators of TNDC’s portfolio.
- Collaborates with Compliance Team to prepare and submit required regulatory reports.
- Sets and implements strategic priorities for the department.
- Partners with Facilities Management and Asset Management on capital improvements, sustainability projects, and convenes and staffs Board Property and Asset Management Committee.
- Actively participates in strategic planning activities and the development of management policies and procedures.
- Oversees management of all buildings and properties.

- Ability to operate office equipment such as typewriter, personal computer and calculator.

- Ability to prepare performance appraisals, policies, procedures, compliance reports, investor/owner reports and correspondence conforming to standard rules of punctuation, grammar, diction and style.
- Ability to keep abreast of changes in policy, methods, operations, etc., as they apply to property management operations and activities.
MINIMUM QUALIFICATIONS:
- Intermediate knowledge of MS Word, MS Excel and Windows operating system.
- Five years of progressively responsible residential property management experience and familiarity with commercial property management.
- Training and experience in affordable housing programs including HUD, Tax Credit, MOHCD, HCD, HSH, and other local funding programs.
- Five years of budgeting experience.
- Valid California driver’s license.
- CPM, NAHP or similar certification (Preferred)
- Four-year college degree.
- Five years of supervisory experience.
