Job Description

This post is located in the Executive Office serving the Departments of Political and Peacebuilding Affairs & Peace Operations (DPPA-DPO). The Senior Human Resources Assistant reports to the Team Lead / Human Resources Officer.

The Department of Peace Operations (DPO) serves as a center of excellence for peace operations, responsible for preventing, responding to and managing conflict and sustaining peace in countries where peace operations under its purview are deployed, and provides support to other entities on peace and security issues.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities
Within delegated authority, the Senior Human Resources Assistant will be responsible for the following duties:

Recruitment, Staffing and Administration.
  • Consults Directors, and Service and Section chiefs with regard to staffing requirements, advises them on appropriate procedures and ensures implementation of decisions through close liaison with Office of Human Resources (OHR).
  • Reviews and provides appropriate interpretation of the Organization's Staff Regulations, Rules and Practices so as to ensure uniform application of personnel policy.
  • Proposes and implements departmental decisions on personnel administration issues, evaluates staff needs, develops plans for staffing and is responsible for review and approval of relevant personnel actions including recruitment, separations, transfers, assignments and promotions.
  • Counsels and advises supervisors on staff-related issues as necessary and maintains close liaison with all concerned on all actions relating to recruitment, transfer, promotion, assignment, job classification, rules and procedures, training, working conditions and other matters.
  • Provides training to Human Resources Assistants as required.
  • Supervises and reviews the work of the Human Resources Assistants assigned to area of responsibility.
  • Handles questions relating to staff management relations and recommends necessary changes; counsels and assists staff with problems relating to their assignment, career prospects, career development, promotion and other personnel matters.
  • Discusses, as required, grievances with individual staff members, supervisors and/or staff representatives, mediates and negotiates solutions.
  • Reviews and proposes departmental human resources practices and policies.
  • Organizes, gathers and maintains statistics and prepares reports related to staffing and other personnel matters as required.
  • Advises and guides staff members concerning the duties, responsibilities and entitlements under the Staff Rules and other administrative instructions.
  • Meets with departmental staff representatives, discusses and proposes solutions on a variety of subjects relating to staff welfare and conditions of work.

Administration of entitlements
  • Monitors issues on conditions of service of staff and advises the supervisor of any developments.
  • Reviews and processes requests pertaining to conditions of service.
  • Reviews and processes requests for entitlements and exceptions to the Staff Rules and Regulations concerning travel entitlements, currency of payment of emoluments and rental subsidy.

Classification
  • Assists in reviewing and processing requests for classification.
  • Assists in providing documentation and background materials relating to classification appeals.
  • Provides advice and answers general queries on classification procedures and processes.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Having the UNHQ HR Partner certification is desirable.

Work Experience

A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to 8 for candidates who possess a first-level university degree or higher.

Experience in recruitment, including recruitment for senior positions, is required.

Experience administering contracts, benefits and entitlements to a diverse set of clients in a UN setting or similar international organization is required.

Experience with staffing table management is required

Experience in the application of United Nations human resources policies, regulations and rules is required.

Experience in producing compliance/statistic reports of Vacancy Rates, ePerformance, Mandatory Training, Travel, Gender Distribution, etc. is desirable.

Experience using HR Resource management tools such as Nova is desirable.

Experience in supervising junior staff is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Fluency in French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
