Job Description

This position is located in the Staffing Diversity and Outreach Section, Strategic Talent Management Service, Global Strategy and Policy Division in the Office of Human Resources of the Department of Management Strategy, Policy and Compliance.

The Global Strategy and Policy Division serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff.

The incumbent will report directly to the Chief of the Staffing Diversity and Outreach Section.

Responsibilities
Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:

  • Supports the coordination of Organization-wide efforts for achieving equitable geographical distribution, greater regional diversity, gender parity, proper representation of troop- and police-contributing countries, and other diversity priorities by preparing top management guidance material, providing advice to entities, examining status of entities, and monitoring progress.
  • Contributes to the preparation of proposals and reports of the Secretary-General on human resources management to the General Assembly, and prepares responses to questions from the legislative, advisory and audit bodies, and Member States.
  • Participates in task forces and working groups identifying issues/problems, formulating strategies, policies and guidelines, and establishing new procedures.
  • Monitors and ensures the implementation of human resources policies, practices and procedures.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Participates in the review, evaluation and enhancement of enterprise systems and tools, and new technologies for the global UN Secretariat for a diverse, inclusive, multi-talented and mobile workforce.
  • Prepares reports and participates and/or leads special human resources project
  • Contributes to the development of new talent management strategies and processes leveraging innovation, creativity and best practices to build diverse, inclusive, competent, and agile workforce.
  • Supports the overall goals of the Section and Service by carrying out other duties as assigned.
  • Keeps abreast of developments in various areas of human resources.
  • Plans, organizes, manages and supervises the work of the team Unit/Section assigned.
  • Coordinates, supports and carries out outreach activities for the global Secretariat and UN system as necessary.
  • Develops, implements and evaluates new diversity and outreach strategies, initiatives, and tools.

Education

An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in human resources management, administration, law or related area is required.

Experience in developing and implementing talent acquisition strategies and programmes in the United Nations or a comparable international organization is required.

Experience in analyzing complex and sensitive human resources matters and providing responses, recommendations and solutions is required.

Experience in conducting outreach activities to identify and attract qualified talent is desirable.

Experience in analyzing and monitoring progress against key performance indicators in human resources management in recruitment or staff selection and providing appropriate guidance to accelerate the progress is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
