Job Description
The Human Resources Specialist assists with the day-to-day operations of the office, administrating the human resources policies, procedures, and programs. Responsibilities include but are not limited to the following areas: Human Resource Information Systems (HRIS), benefits administration, administering the recruiting process and managing the Applicant Tracking Program, and Implementation of Hiring Process. This is a 35 hour a week position.


Essential Functions
  • Recruiting – In conjunction with the HR Manager the HR Specialist will:
  • Maintains a working knowledge of benefits and conducts new employee orientations.
  • Electronically send offer letters and employment documents to new hires once PAF’s are received.
  • Be the functional owner of the Applicant Management System and post all jobs as directed.
  • Assist search committees with HR expertise.
  • Create personnel files for employee’s documents, updating continuously.
  • Informs and educates departments of proper hiring procedures throughout searches/onboarding.
  • Request Parking Pass and emails for new hires.
  • Review Benefit Options with new employee and enter new hire into PlanSource and or NYBEAS (NYSCC employees) for new hire benefits.
  • Processes all employee separations.
  • Assist HR Manager with training activities.
  • Functional Area – work with end-users in the Human Resources and Payroll offices in the following activities:
  • Enroll employees in correct retirement plans per their classification.
  • Manually enter new employees into the system
  • Train sub-users on the system and offer assistance where required to ensure consistent application of established recruiting policies.
  • Create employee profile; enter personal, and job information in Banner.
  • Arrange interviews and communicate with prospective applicants including sending acknowledgements and closure letters as appropriate.
  • Accurately maintains paper employment files and electronic ERP software on all employees.
  • Maintain records of searches for Affirmative Action Requirements and compliance with University document retention policies.
  • Administer Employment Process: Implements accurate employment procedures throughout the employee lifecycle.
  • Processes all employee change request throughout the year, such as address updates, tax form updates, and life events for benefits.
  • Use E-Verify to ensure I-9 is complete for each hire.
  • Place Advertising through both automatic and manual processes. Track recruiting results for open positions to assure best use of recruiting resources.
  • Ensure appropriate documentation is accurate and completed properly


Other Duties & Responsibilities


  • Cross train with HR Manager and act as backup for Leave of Absence process
  • Exceptional people skills and the ability to solve problems working with others in a team environment is essential. Proficiency in BANNER, Excel, Word, and Microsoft Office products preferred. Familiarity with both private and public universities a plus; demonstrated ability to draw conclusions and make recommendations based on research data and findings.
  • Ability to maintain a high level of confidentiality.
  • Contributes to the overall success of the University by performing other duties as assigned.
  • Participates in all required assigned training, including safety training and will comply with safety rules, regulations, and protocols.
  • Maintains a safe working environment within and around their facilities and associated equipment and supplies including, but not limited to, obtaining Safety Data Sheet (SDS) information pertaining to any hazards associated with their work environment.

  • Highly effective written and oral communication skills.


Qualifications


  • Bachelor’s degree preferred, but not required
  • At least 2 years of experience in Higher education with an emphasis on recruiting and benefits administration strongly preferred.
