Summary


Blue Cross Blue Shield Association is a national federation of 34 independent, community-based and locally operated Blue Cross and Blue Shield companies that collectively provide health care coverage for one in three Americans. BCBSA provides health care insights through The Health of America Report series and the national BCBS Health Index.


BCBSA is looking for a business-oriented, transformative People leader to develop the strategic vision of our human resources business partners and employee relations team. Reporting to the CHRO, the Executive Director, HR will help reimagine how the organization attracts and retains outstanding talent by delivering best-in-class, strategic HR guidance/support and ensuring the People function operates in lockstep with broader organizational goals and priorities.


Responsibilities Include But Are Not Limited To


  • Consult on organization design & structure, team development, and drive culture which inspires and motivates.
  • Work closely with recruiting resources and business leaders to identify top talent and retain teammates.
  • Facilitate effective communication between Centers of Expertise and functional groups to provide visibility to upcoming HR initiatives and employee issues/
  • Understand and analyze data and trends and make recommendations to management team(s) for improvement.
  • Partner with division and entity leaders to execute the People strategy in line with business objectives
  • Manage and lead effective organizational and cultural change.
  • Lead special projects aligned with each of the businesses/Executive talent that involve researching, compiling data, and creating and preparing reports and action plans.
  • Ensure BCBSA culture and values in action are reinforced throughout the organization, creating a seamless employee experience and within business operations.
  • Coach managers on policy application and interpretation.
  • Help to establish and reinforce transition to a matrixed corporate environment and identifying and working with stakeholders on resolutions to any challenges.
  • Diagnosing performance issues with the business and working with business leaders to design and implement solutions.
  • Partners with executive leaders on optimal organizational design, workforce planning and talent strategies that will enable key results and are culturally aligned.
  • Partner with the broader COE’s in the delivery of key HRBP and Talent Acquisition programs.
  • Analyze, evaluate, and partner with CHRO and CEO team mates around operations and procedures within departments, seeking maximum efficiency/
  • Partner with operational leaders to ensure change is managed, planned, communicated, and reinforced.
  • Advises, consults and proactively aligns business strategies with human capital, workforce and organizational design for optimal business performance.
  • Lead, manage and coach HR team.
  • Support, enable and collaborate with our head of DEIB to achieve business results and integration of DEIB strategy into all areas of the business.
  • Strategic thought partner for CHRO, HR Leadership team and executive business partners.


Required Education, Certifications And Experience


  • Proven track record of success and progressive experience leading and managing an HR division comprised of Talent Acquisition, Employee Relations and People Business Partners. Hands-on experience executing core HR processes and policies across the employee lifecycle.
  • A proven leader that is trusted to consult on complex and confidential business challenges and opportunities.
  • A collaborative leader with a solution mindset.
  • Strong ability to prioritize while focusing on driving impact.
  • Bachelor's degree in business, Human Relations or related field or equivalent work experience.
  • Solutions oriented and strong ability to solve problems.
  • High level of experience in an HR business partner, organizational design and culture champion roles resulting in demonstrated impact.
  • Execution focused while ensuring the short- and long-term strategy are considered, communicated and aligned with cations and impact.
  • Ability to pivot quickly to assist the business in new projects as needed.
  • Service-oriented: endeavor to meet or exceed the needs, wants, and expectations of stakeholders and the organization, while enhancing their capabilities.
  • Excellent communication and interpersonal skills and being able to relate to any position within the organization.
  • Knowledge and compliance with US employment laws and best practices around labor issues and knowing when expert advice is required.
  • Thorough, adaptable, and precise communicator with audiences at all levels of the organization.
  • Possess strong business knowledge and know how to find answers to questions and identify the right stakeholders in each scenario.

Preferred Education, Certifications And Experience


  • Certification in PHR or SPHR
  • Master's Degree in HR preferred.
  • Healthcare insurance experience preferred.
