The incumbent must have the capacity to manage multiple concurrent priorities as well as exercise independent decision-making relevant to the application of HR/staffing policies, procedures, and guidelines. The TA Manager will serve as a consultant/partner with HRBPs and hiring managers to determine our agency staffing needs, requirements, and specific job objectives. To be effective in this position, the selected candidate must have the ability to think strategically, act tactically to share and implement a vision, and be technology-oriented and people-focused.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Guide and motivate full-time Recruitment & Retention Manager and provide best practices for recruiting.
- Determine applicant requirements by understanding job duties; draft and revise job postings, and recommend functional titles to hone qualified candidate pool.
- Support recruiting process improvements and recruitment enhancements to leverage data and drive operational goals.
- Manage and lead recruitment and engagement initiatives to procure talent for placement of union-affiliated and management positions for assigned agencies; identify and anticipate the talent needs through partnership and consultation with Hiring Managers and HR Business Partners (HRBPs).
- Maintain networks with colleges/universities, specialty groups, social media outlets and organizations to build robust talent sources.
- Partner with agencies to develop candidate selection tools and techniques with a keen focus on quality of hire and time to fill.
- Conduct informational interviews with internal and external talent in mapping out career options within the organization.
- Manage, plan, and lead hiring events (in-house/virtual) including logistics, advertising, scheduling, registration, and operations.
- Run weekly scorecard to share current recruitment status, positions filled, and keep stakeholders informed on progress and challenges.
- Maintain ongoing process developments and improvements including sourcing, pre-screening, interviewing, compensation, job descriptions, hiring manager best practices, and candidate experience.
- Champion initiatives with DEIA (Diversity, Equity, Inclusion and Accessibility) to ensure the establishment/maintenance of a diverse, equitable and inclusive work environment.
- Cultivate project plans, solutions for opportunities, support implementation, measure, track, and report metrics/results.
- Establish recruiting analyses by studying workforce plans, brand and recruitment marketing efforts, and DEIA goals and objectives.
- Prior experience managing and motivating a team of recruiters, providing guidance, coaching, and best practices to ensure the success of recruitment initiatives.
- Demonstrated experience as a Sourcer/Sourcing Specialist; adept at using various channels like LinkedIn Recruiter, job boards, social media, and industry-specific platforms to attract top-tier talent.
- Passion for innovative staffing solutions and process improvement initiatives.
- Demonstrated ability and understanding to fully utilize HRIS and applicant tracking systems (ATS); Taleo a plus.
- Forward-thinking approach with a willingness to help evaluate processes that need updating.
- At least six to eight (6-8) years of full-cycle recruitment experience working in a high-volume environment.
- Preferred Qualifications:
- Proficient in Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams.
- A strong dedication to promoting diversity and creating an inclusive work environment, with experience developing and implementing DEI initiatives in recruitment strategies.
- In-depth knowledge of the healthcare industry, including hospital operations, mental health services, public health initiatives, and the unique requirements of hiring for medical, nursing, psychiatric, and allied health roles.
- Proficiency in leveraging data and analytics to measure and optimize recruitment performance and outcomes.
- Excellent interpersonal, presentation, and communication skills with the ability to collaborate with multiple departments and workgroups.
- Highly collaborative style and flexible approach; Willingness and demonstrated ability to work in teams, as both a lead and a supporting member.
- Demonstrated ability to multi-task, work under pressure and perform a variety of tasks in a fast-paced, deadline driven environment.
