Job Description

Job Summary


The Senior HR Manager performs HR-related duties and works with management to support all locations. Reviews, develops, and implements policies, coordinates human resources functions such as: performance management, annual performance reviews, new-hire orientation, and onboarding. Oversees recruitment/employment, affirmative action, benefits administration, and payroll. Addresses employee relations issues and concerns, and employment law compliance by performing the following duties.


Key Duties And Responsibilities


  • Advises management in appropriate resolution of employee relations and performance issues.
  • Administers benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.
  • Embraces the mission, core values, and goals. Partners with department leaders to support the purpose of HSPPR.
  • Oversees the creation and maintenance of employee records required by law or local governing bodies, or other departments in the organization.
  • Represents the organization at employee-related hearings and investigations.
  • Responsible for the 'social squad' committee and employee relations activities.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Partners with PES Director to prepare the budget for human resources operations.
  • Conducts wage surveys within labor market to determine competitive wage rates.
  • Participates in administrative staff meetings and attends other meetings and seminars.
  • Identifies and adheres to legal requirements and government reporting regulations related to human resources functions. Ensures compliance of policies, procedures, and reporting.
  • Maintains HRIS records and generates requested reports from the database.
  • Leads the Safety Committee - ensures investigation of accidents and prepares reports for insurance carrier.
  • Creates, reviews, and advises department managers on organization policy about (but not limited to) employment opportunities, matters of diversity-equality-inclusion, compensation, employee health, and benefits.
  • Addresses employee relations concerns, disputes, and conflicts. Coordinates outplacement counseling as appropriate.
  • Reviews and approves warnings and performance improvement plans. Conducts investigations of inappropriate conduct. Delivers final warning notifications. Prepares employee separation notices and related documentation.
  • Performs all other duties as assigned.
  • Maintains records of benefit plan participation such as insurance and retirement plans, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations.
  • Administers performance review program to ensure effectiveness, compliance, and equity within the organization.
  • Coordinates and delivers management training on topics including (but not limited to): interviewing/hiring, terminations, performance reviews, new leader, safety, and anti-harassment.
  • Manages recruitment efforts for exempt staff, nonexempt staff, and temporary employees; oversees the function of interview schedules, selection of panel interviews, extending offers, and new-employee orientation.
  • Works with the PES Director to review new or revised job descriptions for proper placement within pay-grade structure to ensure compliance and equity within the organization.


Expectations


Communications


  • Communicates relevant information to staff, managers and directors and ensures that supervisors are communicating effectively with line staff.
  • Partners with managers to address problems.
  • Attends necessary meetings.
  • Is visible to staff, communicates with the Director of People Engagement Services on significant developments within the department.


Organizational Development


  • Supports management and discusses differences privately.
  • Develops new ideas with staff. Develops and follows timelines for annual plans and projects and is accountable for staff's decisions and actions.
  • Ensures that policies and procedures are being followed.
  • Ensures required and supplemental training is delivered in a timely fashion.


Development


  • Encourages the use of volunteers, the solicitation of monetary and in-kind donations whenever possible.


Fiscal Responsibility


  • Maintains control of budgets including approving invoices and preparing financial and/or statistical reports as needed.


Staff Management


  • Submits evaluations on time and encourages continuing education for staff as it relates to the organization's needs.
  • Utilizes performance-based management when counseling and evaluating staff and sets measurable goals for employee growth.
  • Recognizes good performance and works with staff to correct problems.
  • Manages HR staff including HR Manager or Senior HR Generalist and/or Generalist / Recruiter and Payroll & Benefits Specialist


Availability


  • Is flexible with scheduling and is available when away from the facility as needed to meet the needs of the organization.


Supervisory Duties


  • Directly supervises the Recruitment & Retention Manager and Payroll Specialist


Community Relations


  • Help the community and donors recognize the daily, life-saving work HSPPR does by sending pictures and stories to the Philanthropy team
  • Aid the Philanthropy team with stories and photography opportunities whenever possible.


Volunteer


  • Works cooperatively with all volunteers and recognizes the talent and commitment they bring to HSPPR.


Safety


  • Ensure a safe work environment, following all safety guidelines and modeling safe work practices.
  • Take immediate action to address any safety concerns and that could put a staff member, volunteer, client, animal, or the organization at risk.


Material and Equipment Directly Used


  • Knowledge and ability of common computer software and office equipment.


Physical Demands


  • Consistently exposed to animals in the workplace and animal allergens under conditions with limited alternatives available.
  • Must be able to lift, push, and pull a minimum of forty pounds with reasonable accommodations.
  • Attends EOC related City and County trainings, including but not limited to completing the FEMA IS-100.b and IS-700.A certificates, to be prepared to serve at the ESF #11 desk.
  • Typically stands, bends, stoops, and crouches.
  • In the event that the Community Animal Response Team (CART) is activated, may serve as the Emergency Support Functions (ESF) #11 desk representative at either the City or County Emergency Operations Center (EOC) and is responsible for serving for serving as the liaison between HSPPR, the CART shelter(s) and the Command Staff.
  • Must be able to be on feet for extended periods of time.
  • Regularly sits at a computer station.
  • Periodically drives an HSPPR Vehicle to perform duties.


Schedule Requirements


Required to be available as needed to meet the needs of the organization, including weekends and occasional evenings, and holidays.


Education/Experience Necessary


  • Able to build trust and rapport to interact at all levels of the organization.
  • Operates collaboratively on HR team and committee initiatives.
  • Bachelor's degree in Human Resources or related specialty; or five-plus years related experience, including demonstrated progressive growth in role; or equivalent combination of education and experience.
  • Demonstrates support of HR staff, employees and management by properly prioritizing work and being available when necessary.
  • Proficient in Microsoft suite of products.
  • Experience creating materials and presenting HR training on various subjects to multiple levels of audiences.
  • Able to act professionally, remaining calm and cordial in stressful situations.
  • Experience with Paylocity payroll system a plus.
  • Leads others by being a positive example, encouraging and supportive.
  • Provides direction, oversees workload, encourages continuing education, and supports growth of direct reports.
  • Well-versed in human resource and related laws, current legislation, and requirements at local, state, and federal level
  • Able to adjust and flex to the changing needs of the organization and department.
  • HRCI, SHRM, or PSHRA basic or senior certification preferred.
  • Strong communicator - articulates ideas verbally and in writing; offers recommendations and provides guidance that is easy to understand.
