Description of Job


The Human Resources Director (HRD) is responsible for developing and executing human resource strategy in support of the overall business objectives and strategic direction of DPA. As such, the HRD needs to have a working knowledge of the strategic needs and functional areas of each division. The HRD is responsible for leading the human resources unit, providing leadership for all human resources functions. This includes setting the direction and general management of the unit through oversight of the HR team, ensuring the unit's strategic plans and organizational programs meet the needs of the department and are executed in an integrated and effective manner. This position serves as a member of the department’s executive leadership team.


The HR Director is responsible for ensuring the unit is adhering to employment law, personnel rules, and collective bargaining agreements. While this position is specific to DPA, it often is called upon to be a thought partner and assist other agencies and the statewide division of human resources. As such, it is critical that this position develops strong relationships with other state agency staff along with internal stakeholders.


Strategic Leadership


  • Serve as a trusted advisor and partner to DPA’s executive team. Coach and mentor fellow colleagues/managers and develop leadership bench strength capable of addressing the challenges of a highly dynamic organization.
  • As a member of the executive leadership team, contribute to setting and implementing the department's strategic direction, maintaining a values based culture with intentional focus on employee engagement and change management.
  • This position is a member of the state’s HR leadership team, serving on statewide committees and contributing to HR operations for the state. Serve as a trusted partner and resource to other agency HR leaders.
  • Establish and maintain trusted partnerships throughout DPA and the state by establishing an open, approachable, visible presence that demonstrates clear communication, sound leadership practices, and a commitment to ongoing process improvement.
  • Collaborate with the executive director and other key stakeholders on equity, diversity and inclusion (EDI) initiatives, maintaining and implementing the strategic plan. Oversee and ensure implementation of HR-related components of the EDI strategic plan.
  • Responsible for all collective bargaining and labor relations for the agency. Lead agency-specific negotiations and contribute to statewide negotiations of labor agreements; maintain a positive labor relations philosophy that furthers strategic goals and maintains compliance with employment law, personnel rule and collective bargaining agreements.


Operational Leadership


  • Continually assess and improve HR programs and practices, considering industry trends and best practice.
  • Maintain a business partner model, ensuring effective coaching, guidance and support to agency divisions.
  • Provide leadership and strategic direction to the HR unit, ensuring implementation of services, policies and programs that align with the strategic direction and operational needs of the agency.
  • Lead by exhibiting and modeling proactive, creative, strategic and focused leadership utilizing a team approach to enhance organizational culture, celebrate success and avoid crisis.
  • Drive the use of technology to improve program and organizational effectiveness, increase speed and the quality of HR services. Partner with IT on HRIS and related systems, protocols, capabilities, and upgrades
  • Oversee all HR functional areas, including, but not limited to, talent development, talent acquisition, employee relations, compensation, leave management, benefits, HR systems.
  • Develop and implement a human resources plan that aligns with the overall mission and strategy of the department, resulting in innovative, best practices and policies.


Team Leadership & Staff Development


  • Maintain a level of expertise in human resources best practice, incorporating into unit operations and growth and development of employees.
  • Manage and effectively balance conflicting priorities between the unit’s immediate needs and the priorities and longer-term objectives of the department.
  • Provide direct leadership for HRU employees including, but not limited to, assigning tasks, establishing work standards, monitoring progress and workflow, and performance management and employee development.
  • Attract, develop, motivate and retain an outstanding, diverse high-performing workforce of human resource professionals through effective leadership, recruitment, training, development and succession planning.
  • Sustain a high performing team focused on the organization’s evolving needs, standardization of programs and processes and create a clear vision for the department marked by collaboration, transparency and opportunities to learn.

  • Experience & Education:


At least 9 years of progressive responsibility in HR or related field which includes at least 5 years of leadership experience. Appropriate education will substitute on a year for year basis, but there is no substitution for the 5 years of leadership.


The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications


  • PHR, SPHR, SHRM-CP, SHRM-SCP
  • Previous State Service related to the work assigned to the position
  • Proven experience leading a team with diverse professional experience and qualifications
