Job Description
Duties and Responsibilities \ 1.


  • Consults with Office of Human Resources, Office of General Counsel and Office of Faculty Excellence - Academic Personnel on complex or unprecedented employment situations and terminations to ensure decisions are sound, minimizing any liability to UH.\ 15.
  • Coordinates the review of position vacancy announcements for compliance, content, accuracy and proper format.\
  • Conducts responsible and complex analyses from all available resources providing solutions to unique staffing issues and broad operational problems.\ 7.
  • Assists in position count reconciliation and developing/monitoring position control system for DSS.\ 14.
  • Provides advice to all levels of management on actions involving promotion, demotion, transfer, layoff, discipline, position classification and position descriptions.\
  • Provides technical and consultative guidance in all areas of HR, including recruitment and selection, benefits, classification/compensation, labor relations, staff development, workers compensation and immigration to executives, directors, faculty and staff.\ 6.
  • Meets regularly with other DSS HR Specialists as a group to ensure all are apprised of current HR issues and workload; provides opportunities for discussing issues/concerns of the group, along with appropriate solutions or guidance on how to handle them to ensure consistency within DSS.\ 12.

  • Manages and directs operations of the DSS HR Office, supervises, mentors and trains HR staff in HR functions.\ 3.
  • Prepares action memo requests (e.g. executive appointments, above salary thresholds, waivers, etc.); prepares or reviews related UH forms prior to approval and prepares draft salary placement analysis for OHR review.\ 10.
  • Demonstrates judgment, creativity and ingenuity in analyzing and determining new approaches to resolve unique personnel problems where guidelines don\'t exist or standard procedures are insufficient.\ 8.
  • Reviews, audits, executes appropriate HR documentation ensuring appropriateness, accuracy and compliance with applicable collective bargaining provisions, University policies and procedures, Federal and State laws, etc.\
  • Provides interpretation of Federal, State and University rules and regulations as applied to HR administration, provides technical advice, performs complex evaluations and resolves difficult problems.\ 5.
  • Serves as counsel to the DSS to advise and provide recommendations on personnel-related policies, statutes, rules, procedures, contract provisions, interpretations and violations.\ 4.
  • Serves as the Lead Human Resources (HR) Specialist for the Division of Student Success (DSS) providing broad knowledge of theories, concepts and principles of HR management to serve the mission, objectives and current issues of DSS.\ 2.
  • Serves as division EEO/AA Specialist. Advises and reviews hiring actions to ensure compliance with affirmative action directives as set forth in applicable systemwide administrative procedures.\
  • Completes vacancy report and BJ table requests on a timely basis as requested by UH Budget Office, Legislature or others.\ 16.
