Job Description
Counterpart International is seeking a Senior Director of Human Resources. This is a full-time, hybrid position based in Washington, DC. The successful candidate will bring the vision and ability to inspire people to reach higher levels of job satisfaction and performance and will work closely with the Vice President of Human Resources to support professional performance and growth. This position reports to the Vice President of Human Resources.
The Senior Director will lead a team of HR professionals that serve both US-based and global staff in establishing and supporting a values-led culture that nurtures teamwork, excellence, diversity and alignment with mission. The Senior Director will ensure the policies, practices and systems are maintained and deliver core HR services to Counterpart’s global staff. They will oversee all core HR functions, ensuring that they are fit-for-purpose and reduce Counterpart’s global risk.
Responsibilities
  • Establish a global community of skilled HR professionals (one per field office) that ensures that Counterpart’s people priorities and culture are supported in each field office.
  • Plan, lead, develop, coordinate and implement policies, processes, training, initiatives, and surveys to support the organization's HR compliance and strategy needs.
  • Perform other duties as required.
  • Administer or oversee the administration of HR programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; apply this knowledge to communicate changes in policy, practice, and resources.
  • Ensure that Counterpart’s core values are integrated into all aspects of Counterpart’s work, including recruitment, performance, and rewards.
  • Monitor and make recommendations to ensure that Counterpart offers progressive and competitive compensation and benefits that provide motivation, incentives and rewards that support recruitment, retention, and performance.
  • Identify staffing and recruiting needs; develop and execute best practices for hiring and talent management.
  • Deliver quarterly HR Department key performance indicators (KPIs) to the VP of HR and lead analysis of results for ever-improved performance.
  • Monitor and ensure the organization's compliance with federal, state, and local employment laws and regulations, and recommend best practices; review and modify policies and practices to maintain compliance.
  • Manage, guide and mentor the HR team to ensure that the HR department is motivated, effective, client-centered, supportive of Counterpart’s mission, and a creator of solutions for issues involving Counterpart’s people and culture.
Qualifications
  • Comfort and experience working with an international workforce.
  • Excellent organizational skills and attention to detail.
  • Thorough knowledge of employment-related laws and regulations.
  • Experience within USAID or related international development donor agency and understanding of USAID regulations.
  • Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.
  • Experience with professional services and/or in a government contracting environment.
  • A demonstrable passion for organizational and people development, combined with a clear record of positive impact on corporate culture, staff engagement, and retention.
  • Strong analytical and problem-solving skills.
  • Ability to adapt to the needs of the organization and employees.
  • Excellent interpersonal and negotiation skills.
  • Bachelors degree in Human Resources, Business Administration, Psychology or related field required; Masters Degree/MBA preferred.
  • Minimum of 15 years of progressive HR generalist experience supporting a diverse client group.
  • Proficient with Microsoft Office Suite or related software.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Excellent verbal and written communication skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Strong supervisory and leadership skills.
