Position Information
Performs, under close supervision, selected assignments of simple to moderate difficulty in one of the major functional areas of human resources management; and performs other related duties as required.
Current Vacancy
There is one vacancy with the Department of Human Resources, Labor Relations and Training Division. Under the supervision of the Branch Chief, this position participates in City-wide personnel development and training activities/projects. Duties include but are not limited to: Participates in the planning, development, and coordination of long-range training plans and effective programs through various means, including, but not limited to, outreach surveys and questionnaires; identifies and recommends the types of activities and priorities necessary to meet the training needs of City; reviews and evaluates the programs, projects, training and development activities administered; develops and applies methods for testing and evaluating training programs; plans, develops, and conducts a variety of employee, supervisor, and management development programs, as assigned; works with departmental training specialists in developing, coordinating, and conducting training programs and in training methods and techniques; reviews and evaluates the program administered; supports departments with City's Learning Management System and implementation of online learning; and conducts training as necessary.

Minimum Qualification Requirements

Education Requirement
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. Work experience may be substituted for the Bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
Experience Requirement
  • Two years of progressively responsible professional (i.e., post-bachelor's degree, non-clerical) human resources management work experience or other progressively responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.
OR
  • One year of progressively responsible professional (i.e., post-bachelor's degree, non-clerical) human resources management work experience pertinent to the specific functional area involved, six months of which shall have been representative of work of the next lower level. Current vacancy is in Personnel Development and Training.
Substitution
A Master's degree in Human Resources Management, Business Administration or Public Administration from a regionally-accredited college or university may be substituted for up to one year of the general professional human resources management or other responsible professional analytical work experience listed in part (a) of the Experience Requirement. The Master's degree cannot be used to substitute for part (b) of the Experience Requirement.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. Nonqualifying Experience
Most work experience in a supervisory or managerial position includes responsibility for human resources management functions. However if the primary responsibility of the position is not concerned with professional human resources management work, such experience is not considered qualifying.
Clerical or technical experience in a human resources management program involving work which is limited to the application of human resources management rules, regulations and procedures in support of the human resources management functions described above is not qualifying.
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
License Requirement
Valid driver's license (Type 3/automobile), as required. The current vacancy has this requirement.
