Duties
This position is located under the Office of Human Resource and Professional Development, Human Resources Operations Division, HR Policy and Quality Control Branch in Washington, District of Columbia.
The primary purpose of this position is to administer a Bureau-wide recruitment program to include merit employment, delegated examining, student employment and policy and advise and assist management on matters pertaining to recruitment, placement, promotions, reassignments, details, and reduction-in-force procedures and employment in general.
As a Human Resources Specialist (Quality Assurance), GS-0201-13, your typical work assignments may include:
  • Provides supporting Federal statute, regulation, ATF policy and OPM guidance to Human Resources (HR) staff for corrective actions in all HR functional program areas: Recruitment and Placement, Pay Administration, Performance Management, Awards Program, Maintenance of e-OPF and processing of adverse and disciplinary actions.
  • Identifies technical discrepancies in HR program areas identifying the need for training, interventions and strategies that improve the HR staff's accuracy with processing and coding personnel actions, performance, and ability to meet HR business requirements.
  • Employs appropriate Quality Assurance (QA) procedures/processes to ensure all personnel actions to include: recruitment (vacancy announcements, ratings, and referral and selection actions) and staffing actions, performance management and awards, pay administration, employee benefits and retirements are in accordance with applicable regulations, rules, and guidance.
  • Provides supervisors and employees with information, guidance and interpretation related to complex HR policies.
  • Utilizes a variety of systems to pull reports for review and analysis of the HR Programs.

Qualifications
GS-13 - You qualify if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:
  • Applying a wide range of HR principles to perform quality assurance and quality control service concepts, regulations, and practices; AND
  • Conducting fact-finding, analyzing data and recommending solutions.
