The Position

Human Resources Investigator
Full-Time/Part-Time

Our team seeks to work with an enthusiastic individual who will conduct highly sensitive and complex administrative investigations of employment related matters and other forms of employee misconduct in an independent, consistent, and objective manner. The Ideal candidate will possess outstanding investigative skills with the drive to gather information and determine facts; have the innate ability to to earn trust, dive deep and work successfully on a broad spectrum of employee relations; demonstrate support for team efforts by readily accepting a variety of assignments, responsibilities, training opportunities and going the "extra mile.” The ideal candidate will also have exceptional communication, written, and interpersonal skills with a customer service orientation; be resourceful, adaptable and able to anticipate, exhibiting problem solving skills leading to sound judgment and quality decisions; and will be passionate about the field of human resources and risk management. The successful candidate will be a model for the City's Approach to Public Service – Commitment to the Community, Achieving Excellence Through Teamwork, and Doing the Right Thing the Right Way – and emulate the qualities of a 5 Tool Player – Leader, Thinker, Operator, Communicator, and Public Servant.

This recruitment will result in an eligibility list, which will be used to fill full-time and part-time vacancies.
The current vacancy is a part-time position. Part-time employees may be scheduled to work up to 29 hours per week and are not eligible to participate in the City's health insurance or retirement plans.

Examples of Essential Functions

The Human Resources Investigator typically performs the following essential functions:

  • Gathers facts on issues in question through open-ended interviewing and statement taking of witnesses, complaints, subjects, and other relevant individuals.
  • Conducts highly sensitive and complex administrative investigations from beginning to end on a wide variety of employment related matters including, but not limited to, allegations of discrimination, workplace harassment, violence in the workplace, theft, conflict of interest, fictitious claims, misuse of City property, embezzlement, bribes, kickbacks, abuse of workhours, inappropriate use of credit cards, or other forms of misconduct.
  • Stays current with existing and pending legislation related to the field; complies with and applies the most current standards and regulations, investigatory methods, processes, and procedures; attends relevant training classes, as necessary.
  • Prepares objective, comprehensive, concise, and factual written reports of investigations and objectively debriefs relevant leadership on findings.
  • Participates in the selection of an outside investigator and coordinates the investigation performed by the selected outside investigator.
  • Maintains and monitors confidential case files containing interview notes, audio recordings, and documentation of all investigation actions and records; monitors and updates tracking logs.
  • Performs related duties and responsibilities as assigned.
  • Drafts personnel administrative notices, resolutions, and other documents and correspondence related to investigative matters.
  • Assists in the preparation of presenting and/or testifying the findings of investigations in administrative hearings and/or open court proceedings, when necessary.
  • Advises and trains Human Resources/Risk Management staff and City management personnel on investigation and report writing best practices.
  • Documents all aspects of investigations, analyzes evidence, and makes appropriate findings and conclusions.

Qualification Guidelines

Education


Equivalent to a bachelor's degree from an accredited college or university with coursework in human resources management, public or business administration or a related field.

Proof of successful completion of a bachelor’s degree must be provided by way of attachment to your online application or as an email attachment sent to the Hiring Agency Representative at, or before, time of the reference check process. Experience
Three (3) years of increasing responsible experience conducting workplace investigations.
Licenses
A valid Class C, California Driver License and acceptable driving record at the time of appointment and throughout employment.
Desirable
Experience conducting workplace investigations in a unionized public sector environment. Knowledge of labor laws relevant to workplace investigations, such as written requirements, Weingarten rights, and other common due process principles applicable to represented employees.
