Assists the Human Resources Director in planning, directing, managing, and overseeing the activities and operations of the Human Resources Department. Provides leadership and oversight over assigned divisions, programs, and functional areas. Act as Human Resources Director in his/her absence and serves as adviser on human resources issues to senior management throughout the City.
NOTE: The duties of this position will include all of those duties set forth in the official job description.

This is a non-classified "at-will" position and is not subject to Civil Service Rules or any collective bargaining agreement.
- Serves on boards commissions, or committees; prepares and makes presentations at Commission meetings
- Collaborates with other department managers to facilitate development of performance measures and process improvement initiatives
- Serves as director’s designee in disciplinary issues and grievances and performance evaluation appeals
- Oversees the labor relations program; assists in developing, planning and implementing negotiation goals, objectives and strategies; updates elected officials and managers on collective bargaining activities; recommends and obtains authorization for negotiating parameters
- Builds and maintains positive working relationships with Executive Strategy Team, Mayor, City Commission, co-workers, other City employees and the public using principles of good customer service
- Plans, directs, coordinates, reviews and evaluates the work plan for assigned Human Resources staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems
- Performs related work as required
- Collaborates with the Human Resources Director in the development and administration of department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary
- Provides direction and oversight for assigned services and activities of multiple Human Resources divisions and sections
- Assists in conducting human resources policy and program research projects; formats results and creates reports
- Oversees Policy Development, Strategic Planning, Organizational Development, Training and Succession Planning
- Assists in formulating and administering departmental policies; establishing and implementing departmental procedures and controls
- Provides counseling services regarding policies, procedures, issues and complaints; implements disciplinary actions
- Serves as department head in the absence of the Human Resources Director
- Maintains knowledge of industry trends and employment legislation; ensures compliance with various policies, procedures, federal, state and local regulations
- Three (3) or more years of supervisory experience
- Bachelor's Degree in Human Resources, Labor Relations, Business Management, or related field
- Seven (7) or more years of progressively responsible professional/managerial level experience in facilitating a Human Resources Department. Additional qualifying experience may substitute on a year-for-year basis for the required education
- Prior government experience
- Professional in Human Resources (PHR) / Senior Professional in Human Resources (SPHR) / Society for Human Resources Management Certified Professional (SHRM-CP) / Society for Human Resources Management Senior Certified Professional (SHRM-SCP) or other human resources related professional certification
