JOB SUMMARY
Assists the Program Manager (PM) with operations and activities in support of the program ensuring the delivery of timely, high quality, and cost-effective services to agency(ies). Assists the Program Manager to improve the capacity to serve, manage, and deliver experienced services programs. Participates in hiring and managing Staff/Recruiters.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- As part of a team, provide input into process improvements and best practices.
- Assists PM with operations and activities; prepares agreement proposals, task agreements, other funding instruments, budgets, and all required agreement documentation to comply with federal regulations. Provides ongoing support, guidance, and assistance to stakeholders including Coordinators, Monitors, Grants/Agreements staff, and Budget Specialists. Works closely with the agency lead to educate staff about the existence and utility of the program, resolve issues, and establish program policies.
- Assisting federal staff in developing position descriptions, entering positions in enrollee management system, advertising, etc.).
- Assists PM with processing agreements and amendments. Responds to agency staff requests for assistance; fosters and develops a solid working relationship with agency staff (coordinators, monitors, agreements staff). Prepares budgets and cost estimates as necessary. Serves as a backup during the Program Manager’s absence.
- Assists in maintaining enrollee management system. Assists Payroll department in obtaining timesheet authorizations.
- Assists PM with program enrollee relations. Interact with program enrollees to obtain input for Spotlights; answer program enrollee questions.
- Provides support and guidance to all recruiters, program specialists, grants, payroll, and accounting staff to resolve all program-related matters. Contributes to all program materials, e.g. handbook, standard operating procedures, resource and orientation materials, forms, web pages, etc. Distributes work to Recruiters and provides supervision in the absence of the Program Manager.
- Assists in the coordination of program activities with Field, Accounting, and Payroll departments. Monitors activities supporting the Program (such as due dates), updates funding and contact info in enrollee management system, etc. Conducts outreach visits to program offices. Maintains all electronic files (e.g. ensures all files are up-to-date, all agreements and amendments are correctly filed).
QUALIFICATIONS AND SKILLS
- Ability to work independently, as well as in a team setting.
- Willingness to learn financial and analytical processes.
- Excellent written and verbal communication; interpersonal skills.
- Proficient with Office 365.
- Highly organized.
- Superior customer service ability.
- Self-motivated and proactive.
- Demonstrated success as a collaborator, problem solver, and with handling multiple priorities effectively.
- Experience with the National Park Service, Department of the Interior, or other federal agency as an employee or contractor preferred but not required.
EDUCATION AND EXPERIENCE
- 5-7 years experience in supporting or managing programs, including client or customer interaction
Education and experience requirements may be substituted on a year-for-year basis by relevant, demonstrated, progressive, and directly-related education/work experience.
PHYSICAL REQUIREMENTS
Physical requirements include the dexterity to reach, stand, climb, move, finger keyboards, lift light loads, and the ability to also function in a stationary position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
