The NISC IV program within the Civil group at Leidos is seeking an Aviation Weather Operations Analyst to support the FAA’s In-Service Management Group in re-establishing and maintaining the Service Standard Level report. The Airport Service Standards report ranks ASOS-equipped airports based on several criteria, including the number of aircraft operations during certain meteorological conditions and airport characteristics. The goal of the Airport Service Standards report is to inform FAA decisions about the placement of contract weather observers to maximize the efficiency of operations in the NAS by ensuring that the airports with the highest volume of traffic and the airports with the highest volume of traffic impacted by certain weather phenomena, such as thunderstorms and freezing precipitation, have the appropriate backup and augmentation of automated weather observations. The Service Standard report is used by the FAA to provide contract weather observer service and to dictate maintenance requirements. It is also used by the National Weather Service to provide the correct level of maintenance for Automated Surface Observing System (ASOS) equipment. This support will include performing a wide range of program office support functions including but not limited to, information gathering, analysis, and timely reporting of information attained and analysis accomplished.

Primary Responsibilities

Assist the government in addressing the necessary requirements to re-stablish and maintain the Service Level Standard report. This will include collecting pertinent information such as annual traffic counts, airport information, historical weather information, and alternate airport information to determine each airport’s service standard level. Perform analysis of all data gathered to compute the annual service standards and produce and distribute the annual Service Standards report. The contractor will also create preliminary reports and a “look ahead” list of sites to provide operational offices with information about potential changes. The contractor will also produce and present a final report for meetings, briefings, and inquiries to internal and external stakeholders. Develop and provide informational briefings for appropriate FAA and NWS offices. Additional support will include the creation of a Standard Operating Procedures (SOP) and an annually recurring update of the Service Standards Calculations and Results.

Basic Qualifications

• Ability to maintain documentation on projects including data sources.
• Ability to develop and lead presentations to FAA leadership as well as stakeholders both internal and external.
• Proficiency with Microsoft Office, specifically Excel, Word, and PowerPoint.
• Familiarity with FAA as a staff specialist, quality assurance specialist or FAA headquarters staff.
• Requires a BA degree and 12 years of prior relevant experience or Masters with 10 years of prior relevant experience or if no degree, additional related work experience can be substituted.
• Excellent oral and written communication skills with the ability to handle multiple tasking and deadlines

Pay Range

Pay Range $94,250.00 - $145,000.00 - $195,750.00
