General Description


We are excited to announce that we are accepting applications for the position of Human Resources Technician in the Human Resources Department. This is an excellent opportunity for a current HR professional or someone interested in starting a career in human resources.


The Position: Under general supervision, the Human Resources Technician performs a variety of paraprofessional, technical, and office administrative human resources support functions, including assisting with recruitment, testing, and selection; salary administration; benefit and leave programs; employee training and onboarding; enter and review human resources information system records; maintain personnel records, provide responsible technical and clerical support to professional staff in the Human Resources Department; assists in completing various human resources studies and reports.


The Ideal Candidate is someone with a can-do attitude; active listening, administrative, business writing, and critical thinking skills; pays great attention to detail; is dependable and flexible; provides excellent customer service; and maintains confidentiality.


Summary of Duties


The Human Resources Technician position is a paraprofessional classification, and incumbents are responsible for independently implementing programs and making decisions regarding programs and benefits within established guidelines. Incumbents perform the full range of duties, working in an independent manner under supervision.


Depending on the assignment, duties may include, but are not limited to the following:


Compiles and maintains records, coordinates, and supports programs related to Benefits Administration, Labor and Employee Relations, Recruitment and Selection, Training and Development, Insurance, Employee Shared Health & Fitness and Health programs, Employee Records, or other related areas.


Recruitment and Selection: Performs para-professional activities related to recruitment and selection of job candidates. Utilizes computer database to input, track and retrieve information. Compiles data and prepares reports using the database and other electronic systems. Provides general employment, benefit, recruitment, and other information to potential candidates, the general public, and District staff. Prepares and maintains recruitment and testing files. Places advertisements, schedules and coordinates interviews, and administers and proctors written exams and other selection processes. May conduct orientations on structured interviews for interview panels. Schedules post-offer medical and background examinations.


Employee and Labor Relations: Supports department management in areas related to employee and labor relation issues, including negotiating processes, grievances, and disciplinary processes. Assists in maintaining classification and compensation plans.


Benefits Administration: Compiles, and maintains records for use in employee benefits administration, payroll, and other areas. Assists in reviewing and verifying employee personnel actions for merit increases, promotions, and incentives. Follows-up on pending personnel actions with appropriate departments. Prepares and distributes information to employees on benefits such as insurance and pension plans, tuition reimbursements and employee wellness and fitness programs. Assists with processing leaves of absence and maintains related records and files.


Classification and Compensation: Assists in gathering data, completing salary survey questionnaires, and preparing reports.


Training and Development: Assists with the administration and coordination of employees’ Human Resources training calendars, adds courses and descriptions to the intranet, assists with preparation of training materials, tracks attendance, sends follow-up information to program participants and/or supervisors, conducts research on training topics and develops resource material. Reserves and schedules training facilities and plans for room set-up and participant refreshments.


Employee Shared Health & Fitness: Assist with the planning and coordination of Employee Shared Health & Fitness Program services, including, but not limited to, on-site fitness center operation, exercise classes and instructor staffing. Assists with the coordination and implementation of special events such as health fairs, lunch-n-learns, and other special programs related to health and fitness.


Safety Responsibilities: Comply with District safety work-related practices and attend relevant safety training.


Administer and maintain the District's commuter and trip reduction program, such as enrolling new employees, promoting the programs, preparing, and sending correspondences, auditing and reconciling invoices with enrollments, processing payments, and communicating with relevant external agencies and representatives.


Responsible for all other work-related duties as assigned.


Knowledge And Abilities


Knowledge of :


  • Record keeping, information processing requirements, and rules and policies related to human resources.
  • Techniques for providing a high level of customer service by effectively supporting employees, our Board of Directors, members of the public, applicants, vendors, and contractors.
  • Policies and procedures related to recruitment, selection, classification, compensation, and benefits administration.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • Record keeping principles and procedures.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility.
  • Basic principles and practices of the human resources function in a public agency setting.
  • Business letter writing and standard writing practices for correspondence.
  • Computerized systems and computer software and systems related to human resources processes; other computer applications related to work, including word-processing and spreadsheet software.
  • Methods, techniques, and practices of data collection and basic report writing.


Ability To


  • Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local laws, rules, regulations, policies, and procedures of human resources administration processing, employee record-keeping functions, basic employee benefits processes, and Union Memoranda of Understanding.
  • Review human resources documents for completeness and accuracy.
  • Administer effective recruitment, testing, and selection practices.
  • Review and reconcile employee benefit records.
  • Maintain confidentiality of sensitive personal information of applicants, employees, former employees, and other matters affecting employee relations.
  • Maintain accurate and confidential human resources records.


Qualifications


  • Three years of journey-level paraprofessional Human Resources or related administrative experience is required. Public Sector Human Resources experience highly desirable.
  • Society for Human Resources Management (SHRM), Human Resources Certification Institute (HRCI), or Public Sector HR Association (PHSRA, formerly IPMA-HR) certification is highly desirable.
  • A valid Class “C” California Driver’s License is required.
  • A combination of education, training, and experience equivalent to an Associate Degree in Business Administration, Social Sciences, Human Resources, or a related field and

Retirement


Employees Hired On Or After January 1, 2013


The District, in compliance with the California Public Employees' Pension Reform Act of 2012 (PEPRA), implemented a third tier for new employees hired on or after January 1, 2013. New employees hired on or after January 1, 2013 who have not been in PERS membership or in membership with a reciprocal retirement system within 6 months of hire date will receive benefits under the California Public Employees Retirement System at a 2 percent at age 62 formula. This formula gradually increases to a maximum benefits of 2.5 percent at age 67. Final compensation calculations will be based on the highest three-year average of regular recurring pay. The District pays the employer's share of these costs. The employee share of the pension cost of 7.50% is paid in full by the employees hired under this formula.


Employees hired on or after September 29, 2012 or "Classic" PERS members hired on or after January 1, 2013:


On September 24, 2012, the IRWD Board of Directors approved the addition of a second tier to the CalPERS retirement benefits. New employees hired on or after September 29th through December 31, 2012, and employees hired on or after January 1, 2013 who have been in PERS membership or in membership with a reciprocal retirement system, will receive benefits under the California Public Employees Retirement System at 2 percent at age 60 formula. This formula gradually increases to a maximum benefit of 2.418% at age 63. The District pays the employer share of these costs and the employee share of the pension cost of 7% is paid in full by the employees hired under this formula. Final retirement compensation calculations are based on the highest three-year average of regular, recurring pay.


IRWDdoes not participate or pay into Social Security except for the Medicare portion.


Medical Insurance


IRWD contracts with CalPERS for medical insurance coverage. Employees may elect coverage from a variety of PPO and HMO plans. The employee and District contribution for health insurance varies by plan.Coverage is effective the first day of the month following the date of hire.


Dental Insurance


IRWD contracts with Delta Dental for dental coverage.IRWD pays 100% of the premium for dental coverage for eligible employees and their eligible dependents. Coverage is effective the first day of the month following the date of hire.


Vision Insurance


IRWD contracts with the EyeMed for vision coverage. IRWD pays 100% of the premium for vision coverage for eligible employees and their eligible dependents. Coverage is effective the first day of the month following the date of hire.


Life Insurance


Elgible employees are provided with life insurance coverage equal to three or four times their annual salary, depending on their level of compensation. Eligible dependents are also covered for a flat benefit amount. Coverage is effective the first day of the month following the date of hire.


Deferred Compensation


Participation in adeferred compensation plan is available through Great West Retirement Services. Enrollment is voluntary and contributions are employee-paid and subject to IRS limits. The District matches employee contributions up to 3% of base pay after 1 year of employment.


Paid Vacation


Eligible employees begin accruing vacation benefits at the rate of 80 hours per year for the first 5 years of employment and are eligible to use paid vacation time after 6 months of employment. Employees accrue 120 hours per year after 5 years of employment and 160 hours per year after 10 years of employment.


Paid Holidays


The District offers 11 scheduled paid holidaysplus one personal holiday per year.


Sick Leave


Eligible employees accrue 96 hours of sick leave annually.


Flexible Spending Accounts


Eligible employees may elect to participate in the District's Flex Advantage program. This program allows employees to deposit pre-tax dollars into special accounts to be used for a variety of purposes, including paying for qualified miscellaneous health care expenses and dependent care expenses. IRWD contracts with a third party administer to process payments from employee accounts using claim forms or a Flex Spending debit card.


Educational Assistance


The District will share in the pre-approved educational costs of tuition and books for employees who wish to attend college or take certification classes.
