Job Description
Summary This position is located in Indianapolis, IN. Responsibilities Advises on the development and oversees the execution of recruitment and staffing strategies designed to meet the needs of management and the employment requirements of the civilian workforce. Conducts comprehensive studies, evaluations, and assessments of designated HR programs. Develop, analyze and prepare statistical data for various personnel programs. Participate in special projects or assignments to recommend solutions to HR operations involving complex, precedent setting, sensitive and/or controversial issues. Maintains constant awareness of the status of the workforce and the human resource/personnel management environment; and evolving missions and their relationship to workforce mix, skills, training, personnel policies and practices Monitors the status of actions processed through management and personnel organizations to advise the commander and managers of problems with solutions and/or ways to improve program operations. Provides advisory services to employees on employee entitlements, benefits, and allowances. Advises employees and managers on the position classification process and use of and the various classification tools such as OPM classification and job standard Requirements Conditions of Employment Qualifications For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. GS-12: Specialized experience is defined as assisting in conducting evaluations, and assessments of designated HR programs, including, but not limited to: recruitment and placement programs (talent management); performance management and knowledge management. For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. GS-13: Specialized experience is defined as independently conducting and overseeing comprehensive, evaluations, and assessments of designated HR programs, including, but not limited to: recruitment and placement programs (talent management); performance management; and knowledge management. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education There is no substitution of education for specialized experience at the GS-12 or GS-13 grade levels. Additional Information A one year probationary or trial period may be required. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Management has the prerogative to select at either grade level.
