Job Description
Description
Under general supervision, performs technical personnel support activities and responsible confidential clerical functions in the Human Resources Department.
Representative Duties
The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties: Assists in personnel testing programs by providing clerical support such as assembling materials, drafting and typing letters, recruitment materials, disseminating recruitment and benefit information, processing applications, maintaining personnel database, proctoring tests, grading examinations, and notifying applicants of application status; maintains personnel files; maintains applicant tracking database, accesses data, prepares reports, backs up data; develops and maintains up-to-date eligibility lists; answers questions related to Division functions: operates personal computer including word processing, spreadsheet and database software; assists in division projects; performs a variety of clerical functions including answering telephones, acting as receptionist, sorting and distributing mail and other related work as required.

MINIMUM QUALIFICATIONS: Applications will be accepted only from those applicants who clearly demonstrate their qualifications on the City application, supplemental questionnaire and resume that they have:
  • Four years progressively responsible clerical experience in a highly confidential environment including one year of personal computer experience.
  • Graduated from High School or GED, supplemented by courses in business administration or related field; AND
HIGHLY DESIRABLE: Administrative Support; Intermediate Microsoft Office Skills; Customer Service.
OTHER QUALIFICATIONS: Knowledge of: Personnel administration practices, procedures, and activities; business English, punctuation and spelling; the forms and reports used to reflect the functions of both inter-departmental and intra-departmental procedures; office management principles and practices; personal computer operation including word processing, spreadsheet and database software; business mathematics. Ability to: Interpret the Civil Service Commission's Rules and Regulations; interpret and explain in non-technical terms complex benefits information; interpret rules and regulations governing benefits plans; establish and maintain effective working relationships with employees and retirees; carry out complex oral and written instructions; maintain complex personnel records and to prepare accurate reports; operate a personal computer. VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.
Vacation - Fire Safety Shift Personnel Only
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.
INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).
RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.
