Job Description

Project Director (PD) Department of Labor Program Evaluation, and related Research/Support Services in accordance with the Performance Work Statement (PWS).


Purpose of Proposal
The Department of Labor (DOL) is looking to issue a Blanket Purchase Agreement (BPA) to provide services related to program evaluation and research and support over the next five (5) years with five (5) additional option years under individual task orders (TOs). The purpose of this Performance Work Statement (PWS) is to provide for the development, collection, analysis, and dissemination of research and evaluation studies determined to be of interest by DOL. Activities under the TOs may include pre-evaluation activities, data collection and analysis, policy assessments/analysis, program assessments/analysis, technical assistance/expertise, deliverable development and dissemination, communications support services, and other auxiliary/support, among other services. The period and place of performance will be defined at the TO level.


Summary of Position:

Under the scope of this solicitation, Social Impact seeks a Project Director (PD) who will be responsible for designing and carrying out research and evaluation activities of programs or policies sponsored by or of interest to DOL and for delivering research and evaluation products. Specific duties shall include but not be limited to:

· Providing strategic leadership and technical, and managerial direction for the successful implementation of the PWS.

· Supervising staff and ensuring the strategic and functional integration of all technical areas.
· Developing and maintaining an effective quality control program to ensure services are performed in accordance with the PWS.
· Developing and implementing quality control procedures to identify, prevent, and ensure the non-recurrence of defective services.
· Designing and conducting document reviews to understand the history, goals, objectives, intended and planned design, and current status of a program, policy, regulation, strategy, or operation to be evaluated.

The PD must have the following qualifications:

  • Experience managing complex projects with multiple teams working simultaneously on different activities.
  • Ph.D. in a social science degree with a minimum of 5 years of performing relevant social science research or a minimum of a master's degree with 10 years of experience evaluating employment and training, education, social services, or related programs.
  • Minimum of five (5) years of experience serving as a project director or in an equivalent position in project management.
  • The Project Director’s time commitment must reflect levels to ensure consistency, quality, and timely delivery of the contract’s services and deliverables.
