Hennepin County and the University of Minnesota launched the Hennepin-University Partnership (HUP) in 2005 to catalyze and support innovative County-University collaborations. Hundreds of collaborations related to policy research, sharing of expertise, and student projects have occurred since. Learn more about at https://hup.umn.edu/.

HUP is a program of the University’s Center of Urban and Regional Affairs (CURA) and is staffed by 2.25 FTEs. The HUP director reports to both the CURA director and Hennepin County administration, and works closely with Hennepin’s Strategic Planning Department and the U’s Office for Public Engagement.

The director operates autonomously with minimal guidance from management and achieves progress by developing and managing strong working relationships with both partners. The director formulates and executes HUP strategy and objectives, guided by a deep understanding of the politics, policies, and strategies of the University and Hennepin County. The director draws on vision, influence and tact, and project management skills to effectively build collaborations, manage relationships, and ensure HUP’s sustainability in a complex environment.

HUP responds to numerous partnership requests annually, and also works proactively in the three areas below:

Student Research & Evaluation

The HUP Collaborative Research Assistantship provides a cohort of graduate students summer positions to conduct applied research. The HUP Evaluation Assistantship provides year-long positions for graduate students to design evaluation processes and tools to help build the county’s evaluation capacity.

Information Sharing

HUP sends a bi-weekly email and quarterly newsletter to 700+ county staff. These include event and engagement opportunities, briefs on relevant UMN research, and HUP project outcomes. HUP also hosts well-attended monthly webinars featuring novel faculty research.

Strategic Research

To generate strategic research activity, HUP holds an annual Mixer that brings together faculty and county staff in a facilitated format to encourage joint research proposals on topics of critical interest to county leadership. HUP also works directly with faculty to resource strategic research requests.

RESPONSIBILITIES

Set and execute a strategic plan inspired by the following goals:

  • Maximize HUP’s impact by aligning activities with Hennepin County’s research priorities, disparity reduction efforts, and organizational strategies
  • Catalyze and/or lead strategic collaborations, events, and programming that support County and University goals
  • Support collaborations to achieve actionable results, and in a way that encourages future, sustained partnership work

Build and maintain relationships to increase program sustainability and impact:

  • Manage the HUP Leadership Team, including maintaining membership on the team, and organizing quarterly meetings with discussions that are of interest to both partners.
  • Manage the HUP Advisory Committee, organizing monthly meetings that advance work on research partnerships and faculty outreach
  • Maintain relationships with county leadership via monthly update meetings with the County Administrator, and quarterly updates to county leadership
  • Build and maintain relationships with and between county and University staff through networking and other informal methods of engagement and communication
  • Conduct outreach to faculty and county staff, and help them engage in collaborative work

Manage day-to-day program operations:

  • Administer the HUP Collaborative Grant, including project identification and selection
  • Programing:
    • Administer the HUP Collaborative Grant, including project identification and selection
    • Manage the HUP Collaborative Research Assistantship and HUP Evaluation Research Assistantship, including project solicitation, student recruitment, and cohort development
    • Hold regular convening and informational events that bring together University faculty and county staff, inclusive of webinars, mixers, panel discussions, and planning sessions

SALARY

Dependent upon experience and qualifications; salary range $84,015 - $120,000
