Job Summary

Under general guidance from the Human Resources Director, the Talent Acquisition Manager is responsible for the design, implementation, development and administration of CenCal Health's talent acquisition function, with duties including but not limited to:

  • Providing subject matter expertise in Talent Acquisition, serving as a resource and trusted partner for the CenCal health leadership team
  • Serving as Recruiter for select leadership level roles across the organization.
  • Managing the end-to-end Talent Acquisition process, including developing and maintaining effective and compliant sourcing, screening, selection and onboarding processes, establishing and maintaining consistent recruitment metrics, identifying and prioritizing process improvements to improve efficiency and quality, and optimizing the Applicant Tracking System.
  • Other duties as assigned.
  • Leading a team of talent acquisition professionals by fostering a collaborative team environment with a commitment to compassion, improvement and integrity.

Duties & Responsibilities

  • Provides updates to assigned projects, inclusive of executive summaries and achievement of project milestones.
  • Partners with the Human Resources Director to strategically utilize staffing agencies and external search firms. Serves as liaison between hiring managers and staffing agencies/search firms.
  • Ensure appropriate rejection notifications are routed to unqualified/unsuccessful candidates.
  • Managing the end-to-end Talent Acquisition process, including developing and maintaining effective and compliant sourcing, screening, selection and onboarding processes, establishing and maintaining consistent recruitment metrics, identifying and prioritizing process improvements to improve efficiency and quality, and optimizing the Applicant Tracking System, with duties including but not limited to:
    • Develops, manages, controls, evaluates and improves overall recruiting lifecycle by utilizing recruiting-specific tools and resources.
    • Ensures the maintenance of accurate, well-ordered documentation on all candidates, searches, interactions, and other recruiting activities.
    • Prepares and posts approved requisitions.
    • Identifies and/or develops and implements effective sourcing strategies.
    • Builds applicant pipelines by researching and engaging resources such as community outreach agencies, colleges, employment agencies, recruiters, social media, and internet sites.
    • Ensures requisitions are posted to appropriate platforms.
    • Monitors the Applicant Tracking Software database and external job boards to mine and source applicants for assigned active positions.
    • Coordinates with hiring managers and recruiters to regularly assess and analyze requisitions.
    • Sources, contacts, and screens active and passive candidates to determine candidates qualifications and viability.
    • Ensures reliable review of resumes, online applications, and/or other credentials of candidates by recruiter(s) to assess for relevant qualifications.
    • Promotes employment opportunities and CenCal Health by demonstrating and communicating knowledge of organizational history, benefits, mission, vision, values and strategic plan.
    • Ensure appropriate rejection notifications are routed to unqualified/unsuccessful candidates.
    • Ensures only qualified candidates are presented to hiring managers.
    • Demonstrates competency in engaging, recruiting, and hiring top talent for all requisition types.
    • Oversees and/or supports the scheduling of interviews aligned with hiring panel availability.
    • Collaborates with HR Business Partner(s) to ensure job offers are drafted, approved and presented, informed by competency evaluation and internal equity to candidates
    • Adheres to prescribed full-cycle recruiting process and relevant guidelines and requirements per federal, state, and local agencies.
    • Leads activities, maintains data, and tracks effectiveness of Talent Acquisition process.
    • Ensures optimization, utilization, enhancements, and continuous improvement of talent acquisition technology.
    • Assists in developing talent acquisition dashboard tracking key metrics to grow a data-driven and technically skilled talent acquisition team.
  • Demonstrates competency in engaging, recruiting, and hiring top talent for all requisition types.
  • Ensures optimization, utilization, enhancements, and continuous improvement of talent acquisition technology.
  • Assists in developing talent acquisition dashboard tracking key metrics to grow a data-driven and technically skilled talent acquisition team.

  • Stays up to date on all federal, state and local employment laws related to recruiting, interviewing, selection and hiring.
  • Assists recruiter(s) with talent attraction initiatives and activities for specific positions.
  • Prepares and posts approved requisitions.
  • Adheres to prescribed full-cycle recruiting process and relevant guidelines and requirements per federal, state, and local agencies.
  • Sources, contacts, and screens active and passive candidates to determine candidates qualifications and viability.

  • Working knowledge of interviewing, selection techniques, and practices.
  • Working knowledge of applicant tracking systems, recruitment processes, and delivery of consultative advice for talent attraction techniques and methodologies.
  • Extensive knowledge and thorough understanding of recruiting methods and best practices.
  • Ability to be detailed oriented and to organize and prioritize work in an effective and efficient manner.
  • Basic knowledge of process improvement practices, service level agreements, and recruiting metrics
  • Working knowledge of Microsoft Office products.
  • Skilled in business communication, presentation, and writing skills.

  • Demonstrated knowledge of embedding Diversity, Equity and Inclusion (DEI) concepts into recruiting methods to ensure fair, consistent and equitable practices.

  • Working Knowledge of employment law (CA State and Federal), job description generation and employee relations

Education & Experience

Education

  • Bachelors degree in Human Resources, Business, Healthcare Management or related field require

Licenses/Certification

  • SHRM Certified Professional (SHRM-CP), Certified Professional in Human Resources (PHR), Recruiter Academy Certified Recruiter (RACR), or Certified Healthcare Recruiter (CHCR) preferred.

Experience

  • Minimum of three (3) years experience leading a team required.
  • Minimum of five (5) years experience in Human Resources, including a minimum of three (3) years in Talent Acquisition required.
  • Local Health Care and/or Medi-Cal experience preferred.
