Job Summary
Under the general direction of the Staff Services Manager I (SSM I), the Talent Acquisition Analyst (TAA) performs the more responsible, varied, and complex work of the unit; advises and assists operating officials; acts as a lead-person for other staff personnel. The incumbent is responsible for conducting special recruitment projects within the Talent Acquisition Unit (TAU), attending career fairs, housing, and other outreach events 20% of the time, virtually and in person, to promote career opportunities within the department, creating and providing career development resources and trainings, consulting with internal staff and external candidates to provide guidance on the state hire and exam process, giving direction to internal staff on career development opportunities, and developing outreach strategies to increase candidate engagement, expand outreach throughout California and increase applicant diversity, conducting bilingual and SSA transfer exams, maintaining and scoring department exams. The incumbent will also maintain outreach and career development data and assist with posting vacancies using the Exam and Cert Online System (ECOS).

Job Duties
Create a strategic recruitment plan to determine recruitment needs based on the growth of the Department and the skills needed in each Division. This includes engaging with hiring managers to develop ideal candidate profiles for vacant positions and develop hiring strategy that can be used throughout the year to recruit for talented staff with specialized skills applicable to the classifications used at the Department. Identify sources of prospective candidates such as colleges and universities, alumni associations, career fairs, and specialized trade organizations; create schedule of events with identified organizations to source candidates and develop talent pipeline. Maintain recruitment event schedules to ensure consistent recruitment efforts are continuing throughout the year. Develop, maintain, and distribute recruitment surveys to interviewed and hired candidates to determine the effectiveness of past recruiting efforts and determine if efforts need to be modified, maintained, or focused in other areas. Develop and maintain statistical reports to identify recruitment efforts and provide to management on a quarterly basis.
Independently collaborate with LinkedIn professionals and other organizational outreach groups to develop and maintain the Department’s presence on that platform as a tool or source to recruit for qualified and talent individuals. Facilitate meetings with LinkedIn representative to review quarterly performance reports and determine if ongoing outreach strategies are in support of the Department’s business and strategic goals. Reach out to perspective candidates by creating targeted recruitment campaigns and contacting candidates by phone, email or on various recruitment websites. Act as a primary point of contact to individuals interested in a career in housing, finance, policy, and other specialized areas of interest that HCD offers; respond to recruitment-related questions received in the HCD careers mailbox. Post vacancies and recruitment efforts on external websites and attend job fairs at colleges and other organizations to recruit talented candidates for current and future vacancies. Research industry best practices to provide desirable and targeted recruitment consultation to all levels of organizational leadership.
Research latest recruitment products and advertising sites pertinent to HCD’s mission. Develop and maintain recruitment publications such as recruitment flyers, brochures, handouts, informational bulletins, and other marketing material. If approved, distribute and post to the approved areas.
Conduct bilingual exams to demonstrate qualifications of state employees to provide non-English languages; develop materials needed for each exam; schedule and facilitate exams as needed. Maintain the yearly exam plan and update information as needed. Work in a lead capacity to develop exams, score exams, review and conduct job analysis as needed, and work with CalHR to maintain department exams. Update and maintain the 511b. Submit appropriate list request to other state department as requested.
Virtually attend Control Agency forums, such as, the State Recruiter’s Round Table (SRRT) and Examination Supervisor Forum (ESF). Attend trainings as necessary to broaden skills and knowledge of latest outreach and career counseling techniques. May sit on interview panels and assist peers for other HRB units, when necessary.
