This position is for an EXPAT assignment to the United Arab Emirates.

Insitu has contractual obligations to stimulate industrial growth in countries where Insitu has made sales and is continuously updating its strategy to realize this growth through strategic investments and work placement. This position will drive the identification and development of new business opportunities within the Middle East in support of Insitu’s products and services through the establishment and operation of the Insitu Unmanned Systems (UxS) Center of Excellence (CoE) in Abu Dhabi, UAE.

Primary Responsibilities include:

• Functions as the point of contact cultivating relationships with the host nation IP Organization, Boeing ISP and Insitu stakeholders
• Conducts quarterly and annual IP Program reviews with Insitu and Boeing Enterprise Leadership
• The identification, development and implementation of Industrial Participation and Localization projects in support of new business captures or fulfillment of existing Offset obligations for Insitu contracts in execution.
• Works closely with Insitu Global Growth, Capture Team Leads, Program Management, Supplier Management and Procurement, Contracts, Finance and Compliance in developing IP strategies, opportunities, and agreements.
• Develop and execute Enterprise investment decisions developed in partnership with focals from multiple Divisions & Business Units to maximize offset credits working with indigenous industry partners.
• Leading program execution by managing industrial engagement activities and developing, writing, editing, coordinating, and reviewing offset project proposals with ISP.
• Complete ownership and accountability for Insitu’s Industrial Participation (IP) / Offset programs in the Middle East, primarily through the establishment and operation of the Insitu Unmanned Systems (UxS) Center of Excellence (CoE).
• Participates in the negotiation of contracts to support applicable capture and IP strategy.
• Managing Industry Projects under execution, including liaising with Insitu and Boeing Supplier Management to track progress.

Supporting Responsibilities include:

• Provide support to the CONUS based UAE Customer Program Manager (PM) in the following:
• Assist Boeing Aerospace Middle East Limited (BAMEL) with enterprise reporting as it relates to Insitu activities.
• Serve as alternate point of contact for UAE customer stakeholders when geographic constraint prevents UAE stakeholders from engaging with PM directly.
• Support day to day administrative logistics for execution of customer program documentation actions such as contract certificates, invoice submissions, payment collections, etc.
• Attend meetings at customer sites and other government agency offices as a representative of Insitu.

Basic Qualifications:

• Experience with Contracts, Offset/Industrial Participation programs.
• Experience with implementation and management of large customer Programs and Supplier Management.
• Strong Project Management / Program Management experience
• Experience developing actionable plans that align with broader Enterprise commitments.
• Advanced negotiation skills.
• Must have the ability to travel internationally 25-50% of the time.
• Experience in developing strong relationships with partners (internal and external) and government representatives through superior communication skills, cultural awareness, and sensitivity.
• Experience with business case execution with a strong financial acumen.

Desired:

• Spoken / Written Arabic.
• Overseas business experience, specific to the Middle East.

Program Manager interfaces with:

• Foreign supplier and logistic providers.
• Foreign government stakeholders.
• Insitu cross-functional resources in support of programs.
• Insitu Defense and cross-functional leadership.
• Insitu Executive Leadership and Boeing Senior Management.

Education & Experience

• International Business and/or Department of Defense experience.
• Project Management Professional (PMP) certification or equivalent.
• 10-14 years relevant experience with Bachelor's degree or 8-12 years with Master's degree.

Please note that the salary information show below is a general guideline only. Salaries are based upon candidate experience, qualifications and work location.

Compensation Range: 129,000.00 - 177,100.00
