Job Description

This position is located in the Office of Human Resources, Department of Employment Services (DOES). The position supports the collection and analysis of necessary data to assess the effectiveness of key program areas within the Office of Human Resources. This position functions as the Support Staff with primary responsibility for providing substantive administrative and management support work, requiring administrative and analytical skills; and the ability to research problems while tracking data.

MAJOR DUTIES

The incumbent will be responsible for conducting fact-finding investigations which involve researching, analyzing, and preparing pertinent data/information incidental to reports, statistical studies, special events, and on-going projects.

Examines and develops a variety of background information for use in presenting factual and statistical data for special projects and/or reports. Conducts reviews of the operation(s) of the organization and provides suggestions to the supervisor.

Identifies unusual problem areas and makes appropriate recommendations for resolution. Develops administrative data for the purpose of preparing special reports related to the program. Identifies, develops, and maintains ongoing recruitment sources including, but not limited to, community, job fairs, college recruiting, networking with community and professional based organizations, print media, and other possible media.

Research administrative matters, gathers facts, defines and explores problems, and initiate and maintain contact necessary in the completion of assignments. Maintains and controls basic management systems for all incoming action documents within the organization, including documents control, report monitoring systems to remind staff of action requirements and timetables, suitable tracking systems, and correspondence review.

Prepares responses to inquiries regarding Human Resources matters. Notifies the appropriate staff personnel of the need for information or commends or assists staff in preparing responses to inquiries. Writes justifications for his/her decision.

Participates in the development of metrics for tracking the efficiency and effectiveness of the help desk and prepares routine performance reports for management. Participates in the analyses of Human Resources requests, and the formulation of training plans to address common Agency-wide problems. Participates in the development of policies and procedures governing Human Resources operations.

Responds to general information inquiries on Office of Human Resources utilizing thorough and complete knowledge of technical provisions pertaining to District Personnel Manual.

KNOWLEDGE REQUIRED BY THE POSITION

Working knowledge of the District Personnel Manual, SHRM, and other related laws, rules, regulations, and guidelines.

Proficient knowledge working with Smartsheet, Tableau, MS Excel, MS Word

Ability to communicate effectively orally and in writing.

Ability to use good judgment while remaining extremely organized.

Collective Bargaining Unit: This position is not covered under collective bargaining.

Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
