Job Description

Job Synopsis

This position is located in the District of Columbia (DC), Department of Human Services (DHS) within The Community Services Division (CSD). The CSD works with the Community Services Block Grant (CSBG) which is a 100% Congressionally appropriated, state administered, grant funded program. This program is a performance- based grant that supports the U.S. Department of Health and Human Services. The incumbent will work with the federal legislative process and research federal poverty guidelines to determine financial eligibility for certain federally-funded programs.

The Management and Program Analyst primary responsibility will be to analyze current and proposed operating program(s) to develop, maintain, and implement plans to achieve quality improvement goals.

This job announcement may be used to fill any future vacancies throughout the DC Government, Department of Human Services (DHS). The Family Services Administration (FSA) helps individuals and families experiencing homelessness, people with low income, adults at-risk for abuse or neglect, teenage parents, families experiencing challenging times and refugees to become stable and fully self-sufficient through an array of social services, assessments and case-management and crisis-intervention.

Duties and Responsibilities

Serves as an analyst to management to evaluate the efficiency and effectiveness of the agency' development programs and operations. Plans projects and programs related to the design and redesign, and improvement of agency processes and programs. Determines if programs and projects are operating within the scope of the goals and objectives, and are consistent with identified strategic business plans, policies, business strategies and related activities in the District. Analyzes and interprets policies and procedures for management staff; assists in the quality assurance review process and makes recommendations for procedural changes; and, identifies potential problems in case processing and program administration.

Serves as a member of management's team in reviewing and analyzing past and prospective operating budgets, program and performance measures and strategic plans for programs and administrative components. Formulates and maintains strategic plans, and business best practices to accomplish program control, analysis and forecasting objectives. Develops network logic and measurement methods to perform analysis. Communicates schedule impacts and proposes corrective actions to stakeholders. Implements, maintains, and manages planning products in support of planning processes.

Qualifications and Education

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is typically performed in an office setting. However, attendance at designated meetings on days, evenings, and weekends may be required.

Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
