Job Description

Duties

As a Management and Program Analyst, (Quality Management), you will:

  • Manage support contracts that assess, evaluate, research, analyze, and collect data on program policies and projects. Serves as Contracting Officer Representative (COR) for support services related to the work of the team.
  • Oversee the day-to-day operations of the Quality Management (QM) Team. Manage the QM Team (two full-time staff members and contracted services staff), including workload distribution, guidance, coordination, and integration necessary to carry out functions. This position includes limited supervisory functions and responsibilities, including evaluation of work performance; provide advice, counsel, or instruction; and identify and implement developmental and training needs.
  • Provide program direction and works collaboratively with internal and external stakeholders to ensure program goals and objectives are met over the short-term and long-term. Engage in systems design thinking and improvement, practice of utilizing improvement tools, and working in partnership with stakeholders to conduct Continuous Process Improvement, as needed. Promote a continuous process improvement culture in the organization and deliver presentations, training, or other educational programs to stimulate support for the program.
  • Provide expert-level technical guidance and oversight for quality management program, continuous process improvement and related activities, including in the collection of program data; analysis of program workflows and processes; and development and implementation of new tools and assessments of outcomes generated by program efforts. Integrate principles of customer and user experience into generated products, services, tools, and in the execution of team activities.
  • Expert in qualitative and quantitative tools and methodologies for continuous process improvement. Develop, promote, and execute improvement of products, services, or processes through incremental and breakthrough improvements. Integrate principles of customer and user experience in promoting organizational culture of continuous improvement.
  • Independently develop, revise, and update policy and procedural documents to align with current office, Departmental, and federally recognized requirements, guidance, and best practices.
  • Manage and oversee technical assistance efforts and work collaboratively with stakeholders to design and implement innovative solutions to workflow or process challenges.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02/GS-12. Specialized experience for this position is defined as: Experience in leading continuous process improvement programs using established process improvement methodologies and modelsOR analysis of objective evidence to determine the adequacy and effectiveness of quality management systems in organizations.

Education

There is no substitution of education for experience at the GS-12 and above level.

How You Will Be Evaluated
