Summary


This position is located in the Federal Student Aid (FSA), Department of Education and serves as Director of Human Capital Operations.

Duties


As the Human Resources Officer (Director of Human Capital Operations), GS-201-15, the incumbent performs the following duties.


  • Provides direction, leadership, vision, and strategic planning to advance the mission of FSA programs using creative value-added human capital (HC) programs, laws, policies, and regulations. Advises the Human Capital Director, executive-level officials regarding planning and implementation of complex HC management issues, including matters related to policies and long-range plans for the following


human capital programs: staffing and recruitment, awards, workforce planning and analysis, classification, compensation, personnel systems, and new government-wide initiatives.


  • Develops performance standards and evaluates performance of subordinates. Provides advice, counsel, and guidance to subordinates. Hears and resolves employee complaints and grievances in accordance with applicable personnel procedures and refers more serious unresolved complaints to the supervisor; takes personnel actions such as warnings and reprimands. Identifies and makes provisions for training and development of subordinates. Recommends developmental and training needs of subordinates. Ensures that adequate internal control systems are developed and remain operative so that government resources are effectively and efficiently managed.
  • Takes positive steps, to accomplish affirmative action objectives; and practices nondiscrimination in employment regarding race, religion, color, sex, national origin, sexual orientation, parental status, lawful political affiliation, marital status, union membership, and non-disqualifying physical or mental disability.
  • Designs, produces, and analyzes reports to identify trends or systemic issues and monitors effective business processes. Provides functional and technical direction to support development efforts which align and integrate current automated processes.
  • Assigns workload among personnel; provides authoritative technical guidance, advice, and assistance; keeps abreast of progress and is available for consultation.

You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement. Qualifications


You must have at least one year of specialized experience equivalent to the GS-14 level performing at least two (2) of the following three (3) duties or work assignments:


  • Experience in performing human resources functions such as recruitment/staffing, performance management, position classification/position management, compensation/benefits liaison, strategic workforce planning and employee relations as they relate to leadership and management within the Office of Human Capital.
  • Experience in coordinating and balancing the workload among staff and directly supervising/leading and providing oversight, coordination, and integration for several important and complex programs within the Office of Human Capital.
  • Experience in communicating orally and in writing at executive, management, and employee levels with individuals both inside and outside of the federal government regarding Human Capital issues.


Knowledge, Skills, And Abilities (KSAs)


The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   • Skill in applying broad Human Resources principles, concepts, practices, and procedures, enough to serve in the development of policies, principles and procedures emphasis on accountability, Human Resource Information Systems (HRIS) and other programs.
  • Skill in supervising staff and using judgment to resolve controversial issues and ability to make decisions on various problems/complex issues.
  • Knowledge of functions of human resources such as performance management, recruitment /staffing, classification/position management, compensation/benefits, strategic workforce planning and employee relations as they relate to leadership and management within the Human Resources Office.
  • Skill in developing and maintaining performance standards, evaluating performance of subordinates, initiating selections for positions within the organization, resolving grievances and complaints, initiating disciplinary and/or corrective actions resulting from inadequate performance of subordinates.
