General Manager, Human Resources
Reporting to: COO
Job Summary:
Directs human resource functions, including compensation, benefits, recruitment, employee relations, training, safety, community relations, philanthropy, and personnel/payroll transactions. Implements personnel policies and procedures.
Essential Duties and Responsibilities: Reporting relationships, work assignments, and work schedules may be subject to change in order to meet company needs and business requirements. Duties include:
● Survey wages within the labor market to determine competitiveness.
● Ensure budgetary approval for position allocations.
● Prepare budget for HR; ensure budget is developed within allowed category tolerances.
● Monitor expenditures to ensure conformity to budget category allowances.
● Correctly identify potential cost overruns.
● Manage the position management and recruitment process using appropriate methods.
● Interview and select employees to fill hourly and salary positions.
● Provide and explain benefit information.
● Supervise annual "open enrollment" process within directed time frame.
● Discuss potential grievance related concerns with employees, identify options or resolve issues prior to formal filing.
● Ensure position classification, recruitment and employee selections are accomplished within acceptable time frame.
● Consult with managers and supervisors to initiate recruitment activities.
● Write, revise and implement policies and procedures relating to all phases of HR.
● Oversee processing and reporting of workers' compensation and unemployment compensation claims processing and attends hearings.
● Direct and oversee Family Medical Leave Policy and Short Term Disability Program, as well as Employee Assistance Program.
● Manage employee personnel files and other confidential files.
● Manage timely entry of data into payroll system, including employee separations, appointments, leaves, transfers, benefits, etc.
● Manage administration of personnel payroll functions including salary changes, wage assessments, etc.
● Manage administration of the PTO (Paid Time Off) program, including proper distribution, receipt and review of leave requests for accuracy and completeness.
● Direct staff in accurately interpreting applicable policies and procedures for employees and/or supervisors.
● Advise managers on employee disciplinary issues. Encourage progressive discipline when appropriate ensuring actions adhere to relevant rules and policies.
● Strictly follow established procedures related to confidentiality of data, files, and reports.
● Ensure benefit programs are effectively communicated to employees and administered according to established guidelines.
● Ensure all necessary paperwork is completed in an accurate and timely manner.
● Administer mid-year and annual reviews.
● Calculate proposed salary adjustments for accuracy and appropriateness.
● Review performance management for signatures, check for completeness and accuracy, return by established deadlines.
● Manage and administer 401K plan including entering contributions, loans and matches.
● Process VISA petitions.
● Advise, assist employees, supervisors, managers in the interpretation and application of company policies and programs.
● Review current federal and state laws to ensure that policies are in compliance.
● Plan and conduct new employee orientation.
● Manages succession planning and training.
● Provide training in areas such as Non-Harassment and Drug and Alcohol Policy.
● Direct special employee programs such as, Christmas dinner, employee appreciation picnics, etc.
● Provide appropriate training for employees, supervisors and managers.
● Maintain payroll software.
● Advise employees on grievance procedures.
● Counsel, inform and advise employees in benefit selection.
● Perform special studies and projects as requested.
● Create and maintains a high performance environment characterized by positive leadership and a strong team orientation.
● Oversight of intern program
● Oversight for all on/off boarding of employees.
Accountability, Authority, & Responsibility:
Directly supervises 1 employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Should motivate, guide and advice to the entire team at the appropriate time to combat challenges and trouble shoot on day to day basis. Provide adequate resources to the team for performing their day to day duties and responsibility. Adequately recognize and appreciate the contributions made by the team. Coach subordinates while executing job responsibilities.

Education and/or Experience:
Bachelors Degree in Human Resource Management
12+ years experience in Human Resources.
Language Skills:
Strong communicator with ability to express point of view with confidence. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills:
To perform this job successfully, an individual should have standard computer skills including use of e-mail, use of word processing, presentation and spread sheet tools. Should be familiar with storage of files and data security.
