Job Summary
This position exists to provide expertise and assistance for the Minnesota State system to more efficiently and effectively identify and develop training and development that ensures all employees throughout Minnesota State receive appropriate required training for their role and targeted career development opportunities to facilitate and support a safe, equitable and inclusive workforce climate and readiness to address current and future organizational priorities.
Incumbent sets policy for required training and has overall responsibility for coordination, administration, development, delivery, audit, and evaluation of system wide critical and required training provided by the Talent Management unit.
The position is responsible for advancing, developing, implementing and managing the just-in-time/virtual learning needs that support system-wide strategic objectives. The position will provide expertise, consultation, development, and support on virtual/digital training development to ensure our eLearning and hybrid learning offerings are relevant, functional and of high quality.
The incumbent will make informed decisions regarding the effectiveness/impact of technology integration and development of enterprise virtual and blended training spaces; design, develop and deliver digital learning; and plan/complete projects as assigned.
The individual will be Minnesota State’s in-house expert on end-to-end just-in-time learning course design, development, implementation and support. Qualifications
Minimum Qualifications
- Ability to conduct large-scale, whole system needs assessments, evaluate training methods, and set training standards, policies, and guidelines.
- Be able to conceptualize, develop, and implement projects from the ground up; plan and organize projects with others, using project management tools; establish goals and timetables; clarify mutual expectations and evaluate results.
- Possess advance knowledge, skills, and experience creating eLearning and hybrid courses,
- Have advanced knowledge and professional experience with Enterprise Learning Management systems, digital learning development software programs/web-based applications (i.e., Articulate), and webinar technologies.
- Five (5) or more years of experience designing, developing, and evaluating training programs for employees
- Be well-versed in adult learning theories, strategies, and practices to maximize development and learning experiences.
- Have knowledge of creating accessible learning that is Section 508 and WCAG 2.0 compliant
- Ability to facilitate learning assessments, data reporting, and determine the appropriate training methodology for various learning needs.
Preferred Qualifications
- Experience in higher education or public sector training and development
Additional Requirements
In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State's vehicle use criteria and consent to a Motor Vehicle Records check.
