DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.


The Program Manager, Demand Response will work within DEM’s Energy Supply unit, under the guidance of the Director, Demand Response and Real-Time Metering, but in extremely close coordination with DEM’s other units.


The selected candidate will be charged with responsibilities including, but not limited to, the following:


1. Program analytics| Provide analytics and reporting utilizing performance data (including but not limited to demand response, metering, and other unit program data) for all participating agencies. Coordinate with an internal implementation team and program vendor on analytics projects and the development of tools to support these projects.


2. Program development | Provide actionable recommendations to support the efficacy, growth, and visibility of demand response and metering programs. Seek to expand program participation according to internally developed targets and develop a clear business case for prospective participants and/or facility assets.


3. Manage discrete workstreams related to reporting and process improvement projects. | Manage discrete workstreams related to DEM’s reporting requirements. Produce and manage work plans for program expansion, facilitate data collection, conduct analyses, and organize and execute report review. Work with program participants and division units to understand and address data needs.


4. Contribute to utility account enrollment and meter management. | Working with the program implementation team, ensure new accounts are properly enrolled and participants understand responsibilities and action plans. Facilitate resolution of metering or account issues with utility and/or program representatives.

Minimum Qual Requirements


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills


The preferred candidate will bring the following skills and experience to this position:

• At least four years of relevant full-time professional experience, ideally working in the energy and sustainability field or in business development more broadly.

• Demonstrated interest in energy management and sustainability.

• Knowledge of northeast electricity markets, NYC-area demand response programs, and/or NYC-area utility experience.

• Knowledge of City government operations and NYC’s energy and emissions reduction efforts, including relevant policy, legislation, and programs.

• Knowledge of data analysis and tools. Experience with manipulating and presenting data to support business cases.

• Exceptional oral and written interpersonal communication skills.

• High capability to operate as a strategic thinker and problem-solver who can identify multiple paths to overcoming challenges.

• High level of the initiative is entrepreneurial and not satisfied with “business as usual.”

• High level of productivity: able to meet and even exceed deadlines and handle multiple responsibilities simultaneously; supremely organized, detail-oriented, and flexible.

New York City residency is generally required within 90 days of appointment.
