The Human Resources Manager (manager) position is an opportunity to contribute and influence the strategic direction of the agency while managing the day-to-day operations of the Human Resources (HR) department.The manager will lead a team of five to achieve efficient and effective solutions to support the strategic priorities offostering employee engagement and enhancing the internal customer experience for employees. This role will also evaluate all areas of labor and employee relations for represented employees in conjunction with ensuring compliance of labor and employee laws. The manager will oversee the grievance process and actively participate in contract negotiations with LBT’s negotiating team and arbitration proceedings. Due to the nature of this role, this is an in-office position. The HR manager reports directly to the Executive Director/VP, Organizational Development andAdministration (ODA). The focus of this job is achieving results that are aligned with the larger picture of the organization and its strategic goals. Initiative, coupled with a sense of competitive drive, and the ability to stay focused on results despite changing conditions, is key to achieving theperformance objectives. The work involves innovation and creativity in generating ideas for quick response. The job requires getting things done quickly and handling a variety of activities. Self-assurance and the confidenceto purposely drive toward results while constantly problem-solving and engaging the commitment of others is essential. A leadership style that is firm and goal-oriented, and yet motivates, trains and engages others in an enthusiastic way is important. The emphasis on building rapport and relationships with individuals and groups requires an outgoing, poised and persuasive communication style. The emphasis is on effective systems that achieve results through and with people, rather than on the details of implementation.   • Interpret agency strategy and organizational focus to determine innovative solutions supporting strategy implementation
  • Research and prepare attorney-client privileged information and reports related to claims to such agencies as Department of Fair Employment and Housing, Public Employee Relations Board
  • Oversee phases of labor arbitration, including preparation of evidence
  • Enhance the agency’s HR department by planning, implementing and educating employee relations and human resources policies, programs and practices.
  • Ensure legal compliance by monitoring and implementing applicable HR federal and state requirements, conducting investigations, maintaining records and representing the agency at hearings
  • Provides leadership and recommendations to staff and/or management for conflict resolution activities including mediation and other forms of alternative dispute resolution for grievances
  • Design and model solutions for internal customer experience along with similar initiatives
  • Manage and evaluate HR data and analytics to assist with decision-making

The ideal candidate will demonstrate a sense of urgency for goal achievement varied activities and be able to multi-task in a fast-paced environment. They will have demonstrated the ability to problem solve by being strategic, innovative and creative. They will have comprehensive knowledge and understanding of all California employment laws, regulations and guidelines. The candidate will reveal knowledge and understanding of labor law as it applies to union and non-union environments, as well as have 1-3 years of experience in collective bargaining agreements and labor contract administration. The ideal candidate will have an appreciation of and an ability to work in a culturally diverse setting and display strong interpersonal and presentation skills. They will be flexible, a self starter who can deal with diverse matters and adapt quickly. They will be a strategic and tactical leader with the ability to resolve labor issues, research, organize information and provide analyses for a diverse workforce of represented and non-represented employees. They will possess excellent oral and written communication skills, show sound judgment, critical analytical skills and demonstrate comfort in taking initiative to develop innovative approaches for organizational growth. To perform the job successfully, candidates must have a bachelor’s degree in human resources, labor, employee or industrial relations, business administration, public administration, industrial psychology or a related field from an accredited college or university, or equivalent related experience and training, or equivalent combination of education and experience. Five years of verifiable professional human resources experience, which must have included two years ofmanagement experience. Human Resources certifications are preferred (e.g., PHR, SPHR).


ATTRIBUTES AND SKILL SETS


Knowledge of


  • Labor, economic and operating trends and developments in labor and employee relations.
  • Workers’ compensation law as it impacts personnel actions.
  • Principles and practices of employee relations and labor relations.
  • All aspects of labor law as it applies to union and non-union environment, and a thorough understanding of collective bargaining, labor contract administration, as well as CBAs, and their impact on non-union employees and long-term business plans.
  • Leadership skills to lead, consult, coach, influence, inspire, and motivate personnel.
  • Goal setting, strategic planning, program and budget, policies and procedure development and implementation.


Ability to


  • Advise staff on how to conduct and manage workplace investigations for internal and external complaints.
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budget, and labor/management agreements.
  • Oversee programs in accordance with laws and regulations and LBT’s strategic priorities.
  • Research, organize information, and provide analyses.
  • Resolve complex labor relations problems and issues.


EDUCATION and/or EXPERIENCE


  • Any combination of education and experience equivalent to a bachelor’s degree in Business, Human Resources, Labor, Employee or Industrial Relations, or similar field, with a minimum of approximately six (6) years progressively responsible labor relations experience, four years of which involve resolving grievances and actively serving on an organization’s negotiating team.
  • Experience in the public sector is preferable.
  • Professional certification in an applicable field and/or licensure(s) is desirable.


Salary Range $107,407- $144,999 per year (Depending on Qualifications)


Actual compensation packages consider a wide range of factors that are unique to each candidate, including but not limited to geographic location; skill sets; relevant education and certifications; depth of experience; performance; and other business and agency needs. At Long Beach Transit compensation decisions are dependent on the facts and circumstances of each role and it is not typical for an individual to be hired at or near the top of the salary range.
