This is professional Human Resources (HR) work involving job classification, compensation, work analysis, employee relations, and HR related policies, procedures, and projects. Work includes, but is not limited to, administering, researching, and evaluating job classification and compensation programs; creating, analyzing, editing, and maintaining job descriptions, compensation plans, job competencies, position requirements and organizational structures; and conducting classification and compensation audits, investigations and job analysis studies of employee skills, duties, pay and performance. Related duties include preparing detailed reports with recommendations; and interpreting federal, state, and city guidelines, regulations and policies related to personnel management, compensation, and job classification. Work involves the use of a HRMS software system, including troubleshooting, maintenance, data entry and data validation. An employee in this class will lead, research, and assist with HR management and projects; must properly plan and schedule time to meet deadlines; must adapt to changing priorities and conditions; and often work closely with other divisions, City personnel and other government entities.

To QualifyMinimum Qualifications. Applicants must:
- Have a valid Bachelor’s degree -or- possess a valid high school diploma or GED equivalency and relevant experience in a related field may be substituted for the degree requirement.
- Have progressive experience in HR or a related field, including compensation and classification analysis work.
- Be able to compose and edit error-free documents through an advanced knowledge of business English, correct grammar, and proofreading expertise.
- Be able to conduct audits, investigations and analysis studies and effectively present information and recommendations verbally and in writing.
- Have excellent interpersonal skills and be able to communicate clearly and concisely.
- Be able to independently plan and schedule time to meet deadlines and adapt to changing priorities.
- Be able to analyze and successfully resolve technical and administrative problems.
- Be proficient in the use of Microsoft Office applications with emphasis on Word and Excel.
Desirable Qualifications. Preferred applicants:
- Have significant prior progressive experience in Human Resources, with experience in job classification and compensation.
- Have prior experience performing employee relations investigations, job audits and/or salary surveys.
- Have prior experience performing job analyses, creating job descriptions and essential job function forms, and organizing job ladders.
- Are proficient in the use and operation of HRMS systems, preferably Oracle eBusiness Suite.
- Have prior experience in the development, implementation and maintenance of processes and procedures.
- Have prior experience in interpreting, making recommendations, and applying federal, state and local regulations and policies related to compensation and job classification.
- Are able to successfully conduct related research, organize and lead HR related projects.
- Are able to perform error-free mathematical computations including basic statistics.
