Job Description
Org. Setting and Reporting
This position is located in the Human Resources Section (HRS), Executive Office, Office for the Coordination of Humanitarian Affairs (OCHA), in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.The Human Resources Officer/Human Resources Business Partner reports to the Chief of Human Resources Section, Executive Office.
Responsibilities
Within limits of delegated authority, the Human Resources Officer/Human Resources Business Partner will be responsible for the following duties: General
  • Advises the Head of the Unit or Senior Human Resources Officers on the development, modification and implementation of United Nations policies and practices on entitlements.
  • Provides advice on mobility and career development to staff at all levels in all categories.
  • Coordinates with the Policy team on all policy implementation matters including response to crises and implementation of special measures; coordinate approval and implementation of waivers.
  • Prepares job offers for successful candidates.
  • Reviews recommendation on the selection of candidate by client offices.
  • Recommends guidelines on promotion and placement of staff.
  • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  • Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS).Other duties
  • Performs other duties as required.
  • Represents the office in joint bodies and working groups relating to salaries and other conditions of service. Staff development and career support
  • Keeps abreast of developments in various areas of human resources.
  • Develops and implement new human resources policies, practices and procedures to meet the evolving needs of the Organization.
  • Supervises and monitors the work of the junior human resources officers in undertaking the full range of human resource management activities.
  • Projects and monitors vacant posts of assigned level/group, Secretariat or mission-wide and ensures adherence to policies and procedures in filling these posts.
  • Contributes to informal conflict resolution and management of formal grievance processes.
  • Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.Administration of entitlements
  • Prepares reports and participates and/or leads special human resources project.
  • Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
  • Monitors and ensures the implementation of human resources policies, practices and procedures.
  • Serves as ex-officio in or secretary to appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.
  • Reviews and recommends level of remuneration for consultants.
  • Oversees preparation of vacancy announcements, reviews applications and provides short-lists to substantive offices, as needed.
  • Develops HR change management strategies and people realignment processes for client units; provide technical and operational implementation support to the HR aspects of change processes.
  • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
  • May plan, organize, manage and supervise the work of the Unit/Section assigned.Recruitment and placement

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administration or related area is required. Progressive experience in providing HR advice to managers and staff is required Experience in HR Management supporting field operations in the UN common system or similar organization is desirable. Experience using SAP, People Soft or a similar Enterprise Resource Planning (ERP) system for human resources management is desirable. Experience in developing or leading change management initiatives is desirable. A minimum of three (3) years within the last seven (7) years of international experience in a field operation with the UN or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
