Job Description

General Responsibilities:

Working in close collaboration with JASA’s Director of Human Resources and CPIO, the Human Resources Manager is responsible for the development and administration of HR policies and processes. Will provide concentrated and professional assistance in the area of labor relations. The HR Manager will be responsible for fostering a positive and engaging workplace culture by effectively managing employee relations matters. Will also be responsible for developing and implementing labor policies, overseeing the management of labor relations, and representing JASA’s interests in areas such as communications, mediations, arbitrations, and hearings. Will directly supervise the Human Resources staff, Human Resources Associates, Recruiters, and volunteers and/or interns. The position is fast-paced and requires significant discretion and flexibility.


Specific Duties and Responsibilities:

  • Helps to administer the annual Performance Evaluation program.
  • Reviewing, compiling, summarizing, and ensuring compliance with multiple CBAs and related MOAs;
  • Performs other related tasks as requested or assigned.
  • In collaboration with the Director of Human Resources, develops and implements HR policies and processes, including recruitment, corrective action, performance evaluation, worker's compensation, labor relations, employee benefits, and training and development.
  • Coordinates, plans, and conducts New Employee Orientation Meetings.
  • Preparing and submitting required governmental forms relating to labor relations matters;
  • Provides advice and counsel to program managers regarding HR policies and processes.
  • Explains policies and procedures to program managers, employees, and applicants.
  • With support from Human Resources Associates and Reuters, assists department heads and hiring managers in the full range of recruitment processes. This includes verifying budgetary authorization, updating job descriptions, writing and posting advertisements, interviewing candidates (for select positions), and new-hire follow-up.
  • Manages and directs activities of subordinate staff.
  • Monitors, measures, and reports on HR issues such as staffing budget compliance, employee turnover, program staffing, performance evaluation, lay-offs, etc.
  • Serves as the primary backup for each Human Resources Department staff member.
  • Providing strategic advice and counsel to senior management addressing complex personnel issues with a diverse and varied workforce and overseeing the smooth implementation of agreed-upon solutions;
  • Implements and conducts training activities for JASA management and administrative staff.
  • Helps to ensure compliance with applicable laws (FLSA, EEO, ADAAA, IRCA, ERISA, FMLA, COBRA, etc.) and JASA policies.
  • Represents JASA at recruitment events when needed.
  • Creating, implementing, and monitoring compliance with labor relations policies and agreements;


Requirements:

  • Bachelor’s degree in Human Resources or related field, plus PHR or SHRM-CP and substantial labor relations experience;
  • Solid managerial and supervisory skills.
  • Ability to complete assignments efficiently, set priorities, meet deadlines, work on several projects at once, and deal with staff effectively at various locations.
  • Minimum 5 years of labor relations experience in a non-profit or healthcare setting;
  • A minimum of 5 years of experience in a similar role, preferably at a multi-site organization.
  • Exceptional organizational skills, including the ability to handle multiple tasks, prioritize work, and meet deadlines under pressure;
  • Knowledge of HRIS system software/ADP payroll.
  • Excellent interpersonal skills, including the ability to handle confidential information with sensitivity and discretion.
  • Excellent research and analytical skills;
  • Experience working with diverse populations;
  • Excellent verbal and written communication skills; Ability to write reports, memos, etc. clearly and concisely.
  • Proficient with Microsoft Office and Google Suite, with demonstrated ability and willingness to master new technology;
  • Ability to work independently as well as part of a team;
  • Experience working with outside labor relations counsel;
  • Understanding and appreciation of the roles of race, religion, ethnicity, sexual preference, and individual values as they relate to serving employees and families.


Salary Range: $90,000-$100,000
