Job Title: Deputy Chief of Programs and Strategy
Functional Unit: Office of the Chief Programs and Strategy Officer
Reports to: Chief Programs and Strategy Officer

Job Summary
Reporting to and serving as a senior strategic partner to the Chief Programs and Strategy Officer (CPSO), the Deputy Chief of Programs and Strategy (DCPS) is charged with assisting the CPSO with strategic management; managing CPSO Office staffing, processes, and resources; and liaising with internal and external stakeholders. The DCPS will work with the CPSO, senior and executive leadership, and program leadership to leverage and design systems to collect and use program data, budgetary data, population data, and human resources data to drive strategic decision-making and implementation of new initiatives.
ESSENTIAL FUNCTIONS Include And Are Not Limited To
Direct CPSO Support
- Review and provide feedback on documents to ensure alignment with Agency vision
- Collaborate with, lead, and counsel Divisional leadership on CPSO planning and implementation, troubleshooting, data collection, evaluation, and timely reporting on programs and new initiatives.
- Represent the CPSO in internal and external meetings, as needed.
- Support planning, implementation, and evaluation of policies, programs, and procedures related to programs, policies, and other initiatives.
- Research and remain abreast of best practices in order to support the agency’s programmatic and policy agenda.
- In concert with CPSO Special Projects Manager, aid in developing presentations, speeches, and briefing materials for CPSO use.
- Support CPSO in the implementation of standardized practices and processes across relevant Divisions (Research & evaluation, Medical & Nursing, Behavioral Health, Operations, etc.), in collaboration with Division leads.
- Assist with CPSO office interview, hiring, and onboarding matters, as needed.
- Work with the CPSO and Divisional leadership to review and recommend new policies and procedures based on literature reviews, data collection, and interpretation.
- Assist in the development of tracking systems for the CPSO office and other Agency leadership
CPSO Office Management
- In collaboration with CPSO office colleagues and senior leadership, support special initiatives by helping set appropriate goals, research- and data-informed programmatic interventions, implementation and operations approaches, data collection and evaluation strategies, and timelines, and by assuring deadlines and goals are met.
- Assist - within the CPSO Office and across the Divisions the development – in the implementation, and evaluation of data and research-informed strategies to embed and advance racial justice and health equity in work and the workplace.
- Work closely with and manage the CPSO office team to ensure the timely completion and execution of key projects (i.e., project management).
- Lead team responsible for: managing and overseeing CPSO Office scheduling, management, meeting planning, programmatic reporting, and special requests and ad hoc projects; support and coordination of efforts to evaluate and improve initiatives and performance.
- Oversee the development and dissemination of communications from the CPSO/Office.
Stakeholder and Relationship Management
- Collaborate with START senior and executive staff to ensure the progress and completion of projects.
- Identify, build, and maintain collaborative partnerships with internal and external stakeholders in support of Agency goals.
- Engage and manage stakeholders to design, launch, implement, and scale pilots in support of larger office strategy; work cross-functionally to operationalize new programs and service iterations.
- Achieve constructive working relationships built on trust and cross-functionally collaborate to advance projects and START’s overall mission.
- Serve as point of contact and liaison to the leadership of external partners; triage relevant stakeholder communications to appropriate START leadership.
Required Qualifications & Competencies
- Proficiency with Microsoft Office Suite, email applications, or related software.
- Exceptional listening, verbal, written communication, and interpersonal skills.
- Exceptional organization skills, planning and project management skills, and attention to detail.
- Experience interpreting programmatic, policy, and research data.
- High degree of flexibility and initiative.
- Ability to prioritize tasks, manage multiple priorities simultaneously, and meet deadlines.
- Ability to meet accelerated or time-sensitive deadlines, juggle multiple projects, and fulfill ad hoc requests simultaneously.
- At least four (4) years of demonstrated experience in project implementation and management with attention to detail.
- Experience collecting and analyzing quantitative and qualitative data.
- Experience in public health, notably in conducting literature reviews, reading, and interpreting research and data, and conducting both policy and stakeholder analyses (preferred).
- Master’s degree in public health (MPH), public administration (MPA), or a related field (preferred).
- Knowledgeable—through formal education, professional experience, or lived experience—in an area of mental hygiene, such as substance use, children and/or adult mental health, developmental disability, behavioral health care delivery and financing, behavioral health epidemiology, intellectual and developmental disability, or criminal-legal systems issues.
- At least four (4) years of demonstrated experience engaging and working directly with senior-level staff and leadership in governmental and community-based organizations.
- Ability to work independently and as part of a team to design and implement initiatives or programs.
- Experience with, and dedication to, racial justice and health equity initiatives, in either personal or professional settings.
