Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian organization providing medical care to people affected by conflict, epidemics, disasters, or exclusion from health care in over 70 countries. We were formed in France in 1971 as an association by a group of doctors and journalists to go to emergency situations and to treat patients with dignity while bearing witness independently of geopolitical boundaries. MSF is now a global movement of more than 25 MSF organizations, working in over 70 countries. We cooperate as an international, independent, medical humanitarian association that offers medical assistance to populations in distress, victims of natural or manmade disasters, and civilian victims of armed conflict, without discrimination and irrespective of race, religion, age, gender/sex, national or ethnic origin, color, disability, sexual orientation, genetic information, or political affiliation and provides assistance to the population in distress and intervenes worldwide. About The System Department
The Systems Department in the U.S. office of Doctors Without Borders/ Médecins Sans Frontières (MSF) is comprised of four technology teams: Digital Internal Operations, Product & Innovation, Infrastructure & Operations, and Helpdesk., Together they provide the vital products and services so that MSF-USA can achieve its ambitious new Strategic Plan (2022-2025).
About The Project
Reporting to and working side-by-side with the Director of Systems, The Chief of Staff will be a critical partner in ensuring that the overall work within the Systems team flows smoothly by driving operational efficiency and effectiveness and strategic alignment. You will wear many hats; your core responsibility lies in the definition and execution of strategic operational projects. You will lead the operational rhythm of the team, manage the priorities around DEI, spearhead special projects and all aspects of staff operations.
Ideally, you will combine your technical skills and have project management experience for key strategic technology initiatives in our Strategic Plan. We are also looking for someone to drive team development so the various teams in the department are cohesively working together to deliver for MSF-USA.
What You’ll Gain
Daily Activities & Responsibilities
The Chief of Staff role in the Systems Department ensures the daily operations of the Systems Department is reliable and meets the strategic needs of MSF-USA.
You are responsible for:
  • All departmental budget responsibilities, HR (hiring, onboarding, training plans), operational (RFPs, contracts) and administrative (departmental planning and reporting) functions for teams in the Systems department.
  • Writing and maintain Annual Plans for the department
  • Results reporting for the Systems Department (KPIs/OKRs).
  • Improve current operational processes and coordinate organizational procedures (access/provisions reviews, IT audit, etc)
  • Oversee daily operations through collaboration with relevant departments leaders and focal points. Coordinate and improve operational processes with other teams, such as the Development and Finance departments.
In the first 100 days
  • Work across departments in establishing a working relationship with key focal points. Understanding current and proposed areas of collaboration. You are responsible for managing the relationships as well as accountabilities.
In six months
  • Trained in relevant technical specialties – NIST CSF for example
  • Support international coordination activities
  • Be able to be ‘Officer-in-Charge' of the Systems Director in absence
  • Advise and support any change management needs for projects
  • Lead the coordination or implementation of key strategic projects as needed.
  • Own the results reporting for Systems Department
In one year 
  • Coordinate all performance management activities for projects and/or teams for Systems.
  • Take on Internal Operations coordination role
  • Conduct all departmental planning activities for 2024 Annual Plan, including budget, planning, and reporting.
  • Take on Steering Committee responsibilities, where appropriate, representing the Systems Department
  • Act in an advisory role for strategic projects in our Strategic Plan
  • Be prepared to take on all strategic planning activities for the Systems Department.
Who You Are
  • Ability to work with a wide range of external partners to ensure delivery. Some previous examples: large technology companies, implementation vendors, consultants, developers.

Qualifications
Background Preferred
  • Senior project/program management experience.
  • Comfort working in a collaborative, associative, and democratized team structure 
  • Experience working in an international NGO
  • Interest in technology issues of relevance for humanitarian organizations (whether in an headquarter or field setting) 
  • 10+ years of increasingly responsibility for either: Technical subject matter expertise (preference for experience working with data, digital transformation, or infrastructure.).
  • Strong communication skills with both technical and non-technical stakeholders 
  • Ability to plan and report frameworks (for example: KPI/OKR results reporting) 
  • Experience working with managed services and/or shared services

Our staff works a hybrid schedule of two days a week in the office, three days remote. The required days are Tuesdays and Wednesdays from January to June and September to December.
Summer months of July and August are fully remote. In office work attendance during July and August is optional.
