Summary

The Assistant Vice President, Safety Executive, has extensive knowledge and technical specialization in contractor and construction safety engineering to recognize and control risks posed by all activities and related works in the construction and renovation of all MTA C&D projects. Develop safety standards and procedures.


Responsibilities

Evaluate staff to ensure they are continuously implementing appropriate safety controls and adhering to applicable rules, regulations, and safety policies and procedures.


Reviews and provides trend analyses and solutions for accident analyses and near misses.


Provides monthly and quarterly assessment summaries to Project/Program leadership detailing the project and program strengths and improvement areas.


Monitors adherence to zero tolerance and corrective action policy for workers found not in compliance with the Program’s safety policy.


Provides policy/directives/instructions administering MTA C&D's adherence to regulatory and contract requirements.


Participates and/or conducts training, including OSHA 30-hr Construction Safety, Scaffold User, PPE for Supervisors, and rigging and crane safety.


Participates / oversees safety stand-down meetings called for because of field observations, assessment findings, or accident history.


Conducts mandated re-orientation training of personnel responsible for overseeing/supervising work which receives unsatisfactory findings.


Evaluates trends in safety leading and lagging indicators to focus on inspections or corrective measures to include safety observations, recordable incidents, and lost time incidents


Education and Experience


Bachelor's degree in Engineering, Architecture, Construction, Safety Engineering, Safety Management or Construction Safety. Masters preferred.


Must have a minimum of fourteen (14) years of related experience.


Must have a minimum of eight (8) years in a management or supervisory role and/or safety manager role in a large, multi-faceted organization.


An equivalent combination of education and experience may be considered.


Competencies:


Able to demonstrate technical construction safety knowledge, including but not limited to fall protection, scaffolding, confined spaces, cranes/rigging, material handling and general hazard recognition.


Working knowledge of essential software; Word, Excel, Outlook, PlanGrid, Bluebeam and a general understanding of working on a computer.


Effective communicator verbally, written and electronically.


Driver’s License (required).


Ability to conduct field observations/audits, including coaching and correcting.


Interpersonal communication skills with the ability to review and suggest improvements to task planning in the field.


Organization and time management skills.


Must work effectively in the office and on job sites, indoor and outdoor, during all weather conditions.


Able to immediately visit job sites for any incident (injury, accident, near miss) to review and perform follow-up actions.


Able to participate in intercompany, industry, and client relations.


Possess a valid OSHA 30-hour card in the Construction Industry less than five-years-old.


Preferred:


Construction Health and Safety Technician (CHST) or Certified Safety Professional (CSP) certification.


First Aid/CPR Certified.

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $108,638 (this figure is subject to change) per year if the position is designated as a policymaker.
