Job Description

JOB SUMMARY: Provide strategic development, leadership, administrative oversight and management assistance to program directors and staff working in the Community Services Division. Assist with the development of services to ensure that quality programming and services are provided that meet the physical, social, developmental and permanency planning needs of the children and families served by this program. Implement and support JCCA vision for Community Services across the agency.

ESSENTIAL TASKS (INCLUDE BUT NOT LIMITED):

  • Provide direct supervision, development and evaluation of the directors in these programs.
  • Other duties as assigned by the Senior Vice President of Community Services
  • Demonstrated capacity to work inclusively with program leadership, and collaboratively with quality assurance management, information technology, human resources and finance professionals.
  • Participate in policy development and continuous quality improvement activities.
  • Oversee the process of maintaining census in the center, which involves intake, admission and discharge procedures and decisions.
  • Reinforce JCCA’s policies and procedures including, but not limited, to JCCA’s hybrid work policy.
  • Oversee and ensure compliance deadlines are met, including planning for applicable State and City audits.
  • Other duties as assigned by the Senior Vice President.
  • Cumulative of 8-10 years post-MSW experience in the delivery of community-based services to children, adolescents and their families.
  • Develop a process to provide ongoing monitoring and evaluation of all programs to meet short- and long-term goals.
  • Develop and manage robust and meaningful data collection, review and application
  • Responsible for planning, monitoring, evaluating service provision in programs. Ensure that quality treatment and services are provided to the children and families that JCCA serves.
  • Develop and maintain strategic partnerships within the communities that JCCA serves. Lead the initiative in building relationships with community leaders, referral sources, government regulatory bodies and funding sources.
  • Proven track record of transformational leadership, communication, organizational, and people management skills and the ability to influence and build relationships without direct authority.
  • Develop and maintain cooperative working relationships with OCFS, ACS, DOHMH, State DOH, OMH and other agencies and service providers.
  • Executive leadership and ability to see and handle multiple issues simultaneously; strong, pragmatic business acumen; a strategic and innovative thinker who can develop and articulate a clear understanding of the organization/ division strategy from all perspectives and find creative solutions to complex problems and regulatory practices. Must be able to move easily between a hands-on, operations-focused view and a strategic outlook.
  • Experience with regulations impacting the provision of child welfare services and/or managed care.
  • Develop and manage the administrative oversight and strategic plans for Preventive Services in the Bronx and Brooklyn; Services in the Jewish Community and Community programs to ensure that these plans are consistent with the agency’s overall mission and strategic planning process.
  • Excellent interpersonal skills and the ability to communicate and interact effectively at all levels of the organization; requires gravitas, judgment and self-confidence but also respect for others, regardless of position, and willingness to work as a team member. Personal credibility and the ability to articulate Behavior, Health and Wellness and Campus Services positions and strategies concisely and quickly, in a manner that is useful and easily understood by the professional staff.
  • Assist with the strategic development of Preventive Services, Services in the Jewish Community, and provide oversight and management assistance to program directors.
  • Experience in effectively developing and implementing programs, building collaborative partnerships with community programs and leaders; ability to work in an environment with numerous regulatory inquiries and oversight by multiple agencies.
  • Develops program budgets in conjunction with fiscal staff and program management team.
  • Ensure that quality of service spans all locations.
  • Promote person centered care through clinical, operational, and fiscal leadership to a portfolio of residential programs.
  • Develop clear, measurable divisional goals, objectives and workplans that support quality services, permanency planning, safety and positive outcomes for the population we serve.
  • Actively use data to monitor, manage and support the work of the Clinical social work team.
  • Provide after-hours coverage as necessary.
  • Develop in-service training programs for staff in coordination with the Training department.

JOB REQUIREMENTS:

  • Ability to manage multiple modalities, diverse program goals and multidisciplinary staff.
  • Minimum 7-10 years’ experience of progressive managerial experience with consideration accorded to candidates with experience managing Medicaid-Funded programs.
  • Knowledge of individual, family and group treatment modalities and crisis intervention techniques.
  • MSW from an accredited school of Social Work, MPA, MPH or MHC from an accredited school. LCSW from New York State preferred.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

  • Regular daily use of PC keyboard, telephone and general office equipment
  • Ability to work evening and weekends, as needed.
  • Conveys a professional and positive image and attitude regarding JCCA. Demonstrates commitment to continued professional growth and development.
  • Must have the ability to handle detailed, complex concepts and problems, balance multiple tasks simultaneously, and makes rapid decisions regarding administrative and managerial issues.
  • Ability to travel through NYS to our Bronx, Brooklyn and Campus sites
  • Normal manual dexterity and eye-hand coordination
  • Plans and meets deadlines. Maintains a flexible work schedule to meet the demands of executive management.
  • Plans and implements programs. Establishes strong and appropriate relationships with Board, committees, volunteers, staff, donors and clients. Develops smooth and constructive relationships with executive colleagues, outside agencies, organizations and individuals.
