Queens Centers for Progress, an Agency in Jamaica Queens, providing person-centered services to people with developmental and intellectual disabilities is seeking a Human Resources Manager.
Reports to: Director of Human Resources
Job Summary:
The Human Resources Manager will lead and participate in the daily functions of the Human Resources (HR) department including recruiting, overseeing benefits administration, and disseminating and enforcing Agency policies and practices. In conjunction with the Director of Human Resources, oversee the scheduling, assignments, and daily workflow of HR Department staff.
Duties/Responsibilities:
· Under the supervision of the Director of Human Resources, organizes, coordinates,
facilitates, and oversees HR staff in carrying out all HR Department functions
including but not limited to: Recruitment, Retention, Recording and maintenance of
Documentation, Onboarding, Benefits, Leaves of Absence, and Safety.
· Partners with the Leadership team to understand and execute the organization’s
Human Resource strategy as it relates to current and future staffing needs, recruiting,
and retention.
· Handles employment-related inquiries from applicants, employees, and supervisors,
referring complex and/or sensitive matters to the Director of Human Resources
· Provides support and guidance to HR staff and other Agency staff when questions
and issues arise; may be required to administer and execute routine tasks.
· Manages the Recruitment process, which includes advertising, outreach,
interviewing, and background checking of applicants; collaborates with Program
Directors and Supervisors to understand skills and competencies required for
openings. Oversees and participates in recruitment and onboarding data tracking
system.
· Maintains compliance with federal, state, and local employment laws and regulations,
and recommended best practices; reviews policies and practices to maintain
compliance.
· Maintains knowledge of trends, best practices, regulatory changes, and new
technologies in human resources, and employment law.
· Performs other duties as assigned.
Required Skills/Abilities:
Excellent verbal and written communication skills. Excellent interpersonal, negotiation, and conflict resolution skills. Excellent organizational skills and attention to detail. Strong analytical and problem-solving skills. · Ability to prioritize tasks and to delegate them when appropriate. Ability to act with integrity, professionalism, and confidentiality.
· Thorough knowledge of employment-related laws and regulations.
· Proficient with Microsoft Office Suite or related software.
· Proficiency with or the ability to learn the organization’s HRIS and recruitment and
onboarding systems.
Education and Experience:
· Bachelor’s degree in Human Resources, Business Administration, or related field
required. A minimum of three years of Human Resource supervisory experience
preferred.
