Job Description
Overview
Goldbelt Incorporated is an urban, Alaska Native, for-profit corporation with offices in Juneau, Alaska, and Herndon, Virginia. Its primary purpose is to manage assets and conduct business for the benefit of over 4,000 Alaska Native shareholders.
Summary:
The Vice President of Operations is responsible for the results of subsidiary performance included in the Cyber IT and Logistics Engineering Group (Tidewater Group). The focus of the Vice President is achieving the goals and strategies included in the Tidewater Group's strategic plan while ensuring that methods support Goldbelt Incorporated's Strategic Plan.
The position acts on behalf of Goldbelt, Inc. as the majority owner or sole owner in each subsidiary and advises the representatives from Goldbelt Inc. that act as “Manager” of the subsidiaries under their responsibility.
Responsibilities
Essential Job Functions:
  • Supervise the preparation of and approve the submission of all status reports (internal), and ensure external reports are prepared and
  • Enhance and/or develop, implement, and enforce policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the
  • Lead and mentor a group of subsidiary presidents, program directors and senior support staff to ensure the accomplishment of all revenue, profit, and growth objectives.
  • Develop credibility with the finance group by providing timely and accurate analysis of budgets, financial reports, and financial trends to assist the President/CEO, Board, and senior executives in performing their
  • Responsible for the growth, delivery, and client satisfaction for all assigned Goldbelt federal contracting subsidiaries; build and enhance customer relationships to expand the business through organic growth and new business.
  • Provide strategic financial input and leadership on decision making issues affecting assigned businesses (i.e., evaluation and potential alliances, acquisitions, mergers and/or business development and investments).
  • Manage the development of subcontractor specifications, statements of work and evaluation criteria; leads source selections and negotiation teams and monitors subcontract costs and
  • Makes decisions to settle conflicts between subsidiaries in instances where more than one subsidiary pursues the same contracting opportunity; encourages sub-contracting agreements between subsidiaries when allowed by SBA.
  • Conduct monthly contract reviews for monthly performance against budget projections (direct labor, revenue, profit, discretionary spending, AR, etc.)
  • Partner with the business unit leaders and other key stakeholders to drive change and implement new business processes.
  • Manage and approve the preparation and submission of business planning information including budgets (revenue, costs, and profit projections), cost estimates, salary planning and investment funds requests.
  • Develop short- and long-term operational strategies in partnership with senior team members and provide the leadership necessary for the successful design, development, and execution of that strategy to achieve measurable outcomes in a timely, cost-effective manner.
  • Guides and coordinates marketing efforts for area of responsibility; ensures that each subsidiary is aware of contract opportunities, and that there is an appropriate response to such opportunities; reviews and approves proposals prepared by individual subsidiaries before being submitted to the government.
  • Lead and manage a highly productive, motivated, and driven team through strong communication, empowerment, reward, and coaching techniques.
  • Develop and implement both strategic and tactical business plans, direct capture activities, responsible for business development, growth, strategic planning objectives, profitability, and compliance with SBA regulations and the FAR.
  • Monitors and ensures cooperation and coordination between the Goldbelt Shared Services group and the subsidiaries.
  • Monitors compliance with SBA guidelines by the subsidiaries; provides counsel and advice on how each subsidiary should stay in compliance with the SBA.
  • Maintain close working relationships with partner group in functional areas, including Business Development, Human Resources, Finance and Executive Leadership.
  • Provides counsel and advice on all operational issues to the president of the subsidiaries; performs regular reviews of company presidents; makes recommendations to the President and CEO of Goldbelt, Inc. regarding salary adjustments for each president.

  • Excellent communication and presentation skills with a wide range of audiences including clients, front line managers and C-level leaders.
  • Demonstrated business savvy to effectively communicate and work with other executives in support of achieving business and systems goals.
  • Demonstrated ability to identify, propose upon, and win contract or subcontracts with federal agencies and other prime contractors.
  • Ability to provide outstanding customer service both internally and externally.
  • Demonstrated leadership skills with a broad knowledge of management practices and good business analysis/project management skills.
  • Computer literacy required including proficiency with Microsoft Office Suite
  • Working proficiency with investment principles, budgeting processes, and financial management requirements.
Minimum Qualifications:
  • Bachelor of Science degree in the field of Business, Management, or related field.
  • Minimum ten (10) years’ experience in management at a senior operations level with a federal contractor.
  • Ability to successfully pass a background and credit check.
  • Demonstrated success with full P&L responsibility of a successful company.
  • Ability to obtain and maintain secret or higher-level clearance.
  • A Valid Driver’s License with an acceptable driving record.
  • Executive-level leadership and management skills.
  • Ability to travel at least 30-50% of the time.
Preferred Qualifications:
  • Previous Alaska Native Corporation experience
  • Master’s Degree in Business Administration
