The Purpose Of Role


The Regional Director, Resource Development & Partnerships (RDRDP) will lead a holistic resource development team in alignment with our global strategy of ensuring sustainable, quality and diverse funding for countries in the South Asia Pacific (SAP) region. This will incorporate a strong emphasis on grants and contracts, corporate marketing, national resource development, and alterative/emerging streams of funding in collaboration with Field Offices (FOs) in the region. The RD will set strategic targets on resource acquisition, program development, and new partnerships/consortiums. The RD will provide leadership in donor engagement with both internal and external stakeholders to ensure diversification of funding and the growth of SAP countries’ funding portfolios. He/she will lead the process to vet calls for proposals and direct funding opportunities towards the fulfilment of the SAP regional and national office strategy. The RDP team will lead capacity-building initiatives and ensure compliance with donor, organizational and industry standards.


Major Responsibilities


Strategic Oversight, Resource Development (20%)


  • Ability to translate information into clear strategy and execution.
  • Lead strategic engagement with GC/SO leadership for funding allocation/support to advance Pacific 2030 vision and SAP plan on page priorities (localization, climate change).
  • Explore alternative sources of income and mutual partnerships to address significant challenges in the region (eg. Green Climate Fund, Adaptation Fund, Diaspora) through new strategic partnership with non-traditional donors and partners (esp at regional level) such as ADB, ASEAN, WCS, WWF and Managing Contractors.
  • Initiate analysis of bilateral or multilateral donor portfolios with SO and GC colleagues to extract critical insights for the South Asia Pacific region; develop actions and initiatives that support the region in responding to them.
  • Lead the South Asia Pacific Regional Resource Development efforts in alignment with the global strategy to drive growth across current, new and emerging markets. This may include corporates, bilateral and multilateral partnerships, major foundations, private public partnerships, and grants/contracts.
  • Lead the Resource Development team through adaptive leadership and establish team cohesion and growth. Utilize networks and intelligence to gather information on the rapidly changing donor landscape with an eye for trends, patterns and potential scenarios.


Grants/Contracts Acquisition (30%)


  • Lead the development, monitoring and mitigation of key risks in resource acquisition, program development and quality.
  • Provide resource acquisition and consortium leadership in line with SAP regional goals and global policies.
  • Engage and pre-position SAP countries with NGOs and institutional donors to develop consortia.
  • Enhance the capacity of national offices to design programs aligned with major donor requirements (USAID/BHA, GAC, FCDO, DFAT, German Government, EC and ECHO);
  • Create performance agreements with each direct reports, matrix in national offices and conduct quarterly reviews and end of year performance appraisals
  • Develop and maintain strategic regional relationships with major bilateral and multilateral donors including EU, ECHO, USAID, BHA, UNHCR, UNICEF, WFP, UNDP, GAC, FCDO, FAO, HPF and World Vision Support Offices
  • Identify and implement continuous improvement processes for resource acquisition.
  • Proactively engage the regional technical leads to develop evidence-based thematic approaches and targeted programs which respond to the needs of most vulnerable children in alignment with country strategies.


Grants/Contracts Management Compliance (15%)


Provide oversight and guidance for compliance management.


  • Maintain visibility of acquisitions in South Asia Pacific, including both awards and pipeline of opportunities.
  • Coach FOs to prepare for successful close out of large-scale grants.
  • Support FOs to achieve excellent grant management through effective use of WV tracking and reporting systems and tools, accessing support/ escalating issues with other functions as required.
  • Ensure establishment of effective reporting processes, marrying the information requirements of GC, RO, and FO stakeholders.
  • Ensure RD team has visibility of serious implementation issues and audit findings, supporting FOs to resolve ongoing challenges including legal/compliance risks.
  • Organise and facilitate capacity building for performance monitoring and portfolio management of grants/contracts, including effective usage of Partnership mandated systems (e.g Horizon, Grants Health Tracker).


Corporate Engagement/National Resource Development (15%)


  • Implement a regional approach for the National Offices (NO) to partner with multi-nationals in South Asia and broaden the scope and circle of supporters.
  • Explore new opportunities to engage including innovative partnerships and social impact investing.
  • Build National Offices’ (NO) capacity and expertise in digital marketing, social media marketing, cause marketing and customer relations management including gathering market data and analysis.
  • Develop strategic pathways to engage with Public, Corporate and Private Sector donors.
  • Lead together with the National Offices the development and implementation of market strategy, marketing activities and market segmentation across South Asia & Pacific Region.
  • Enable scaling up of existing best practices, tools, and materials across National Offices and Support Offices and contextualize for local adaptation.


Ensure Continuous Learning, Capacity Building & Innovation (10%)


  • Collaborate with other stakeholders and functions to develop capacity building initiatives.
  • Support and develop innovation labs in the region in collaboration with strategic partners.
  • Lead the roll out of training related to acquisition capacity building (e.g. Proposal Pro); support other functional contributing capacity building training (e.g. Budgeting for Proposals, Project Logic) with South Asia Pacific Offices.
  • Collaborate with National Directors and FO Resource Development Leads to identify capacity gaps and create effective solutions. (e.g. design thinking, negotiation, data visualization, conveying evidence effectively etc.). In consultation with RO Grants Acquisition Manager, establish and realize an action plan to address these gaps.
  • Support FOs to identify resource capacity gaps, develop plans according to their needs, and build capacity as per plan.
  • Identify, document and effectively share best practices, critical success factors of strategic breakthroughs, and lessons learned; including guidelines, tools and standards.


Diaspora Engagement (5%)


  • Negotiate partnership terms and contracts, including drafting, editing and producing compelling customized proposals, reports and briefs as well as clear agreements for partners and partnerships.
  • Inform and support engagement, awareness-raising and advocacy opportunities for diaspora communities as part of a movement for the global campaign.
  • Spearhead the cultivation, management and growth of key relationships with diaspora and multicultural organizations interested in supporting WVI work in multi-sectoral development including child health, nutrition, protection, livelihood, education, climate change, water and sanitation.
  • Implement and deepen fundraising strategies for diaspora organizations, set and achieve goals for revenue and engagement, and support global knowledge on diaspora philanthropy and partnerships.
  • Work with support offices to implement the diaspora partnerships strategy, tailored to diverse diaspora communities in South Asia and Pacific with significant potential for partnership.
  • Lead team to achievement of goals, including revenue targets, and develop targeted outreach content and action plans. Manage team toward performance metrics.


Global/Regional Climate Funds (Global Climate Fund, Adaptation Fund, Global Environment – 5%)


In alignment with World Vision’s priority focus on climate action and environmental stewardship, pursue new partnerships with global and regional climate funds/social investment.


  • Contribute to the development of policies and strategies to enhance countries’ access to climate funds.
  • Support the preparation and review of reports, operational guidelines, tools, analytical products, presentations and other products including communications and knowledge products with respect to the Readiness Programme, including analyses of expected outcomes, as required, and incorporating lessons learned into the proposal development process.
  • Build feasibility plan on becoming an Accredited Entity for respective global climate funds.
  • Support in-country networking as well as regional and global dialogue and workshops to provide technical assistance with the aim of building capacity in the countries, as required.
  • Provide leadership and technical support to FOs in positioning for Climate Funds, and provide effective advice on quality assurance in submission processes.
  • Provide technical support for the co-creation of capture plan & proposals and supporting documentation (eg, Readiness Programme under GCF, in line with standard operating procedures and with the quality assurance and review criteria established by the Secretariat and the objectives of the GCF more broadly)


Qualifications


Education


  • Specific trainings on donor requirements e.g. OFDA, GAC, USAID, DFID, Europe Aid preferred.
  • University degree related to Development Studies/Business Management/Statistics/Research or International Relations required.
  • Masters level attainment preferred.
  • Proposal development professional courses preferred.


Experience And Other Qualifications


  • Must have demonstrated understanding of the workings of major WV partners (USAID, EU/ECHO, FCDO, GAC, DFAT, UNICEF, WFP, etc), their requirements and standards.
  • Well-developed networking/external engagement skills with institutional donors and partners at a high level.
  • Must be able relate and represent WV to program partners in a highly professional manner.
  • Proven strengthen in future analytics and systems thinking.
  • Demonstrated record of success in acquiring funding from bilateral and multilateral donors.
  • Must have clear understanding of grants/contracts acquisition, risk-based management, national resource development and consortium management.
  • Computer knowledge including Word, Excel, Outlook and Power Point.
  • Experience developing and leading initiatives for positioning, capture planning, and systems improvements.
  • Demonstrated ability to build relationships and model self-management in a remote-based team setting.
  • Capacity building experience in project design, implementation, reporting, and evaluation.
  • Experience in program leadership in Asia-Pacific contexts. Strong project management skills, with oversight to project directors and/or Chief of Party.
  • Demonstrated ability to work as part of a diverse team to achieve an overall goal.
  • Previous experience with successful multi-million-dollar program management and oversight (USAID, EU/ECHO,
  • FCDO, GAC, DFAT, UN agencies).
  • At least 10 years’ experience in Resource Development & Acquisition with major donors, corporates, foundations, 5 years in a Senior Managerial role with direct reporting lines.
  • Strong writing and computer skills (eg. Excel, pivot tables, PowerBI).
  • Ability to engage high level donors to influence funding priorities, strategy and policy.
  • Experience in facilitating remote training and capacity building.
  • Excellent written and verbal communication skills in English, including report-writing and proposal writing skills
  • Ability to engage with governmental, NGO and other senior leaders on development issues and maintain effective partnerships.
  • Minimum 5 years’ experience working in the humanitarian and development sector, with experience living and working in the Asia Pacific region.
  • Experience with Horizon database or grant health tracking


The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
