The Georgia Technology Authority (GTA) is currently seeking a Program Management Consultant 1 – in the Customer Engagement Office of the Service Management Organization.
The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Program Manager is responsible for providing program & project management consultation, assessments, and oversight functions for large-scale IT projects, as well as managing the State of Georgia’s Enterprise IT portfolio. This individual serves as a business partner and liaison with agency senior leadership, third party vendors, and agency CIOs and/or Business Owners. They also review and make recommendations on project deliverables such as the Project Management Plan, Project Schedule, Design Documents, Data Conversion Plans, Testing Plans, Training Plans, Implementation Strategies & Rollout Plans, and Business Continuity & Disaster Recovery Plans.
Additional responsibilities include:
- Develop and deliver project management training.
- Participate in the development of project management policies, standards and guidelines.
- Make recommendations for improvement of processes based on observations, industry standards and best practices.
- Review and prepare formal responses to agencies for Business Cases and Procurement documents to ensure completeness and adherence to standards.
- Evaluate the feasibility of an integrated project schedule.
- Performs other duties as assigned.
- Interacts with cross-functional teams including architects, software engineers, developers, testers.
AGENCY SPECIFIC QUALIFICATIONS:
Minimum Qualifications:
- Extensive experience managing projects of increasing size and complexity.
- Bachelor's degree in Business Administration, IT, Computer Science and Management Information Systems or a related field from an accredited college or university AND six (6) years of experience managing large, complex and critical IT projects from beginning to end following industry recognized project management methodology and standards OR ten (10) years of experience managing large, complex and critical IT projects from beginning to end following industry recognized project management methodology and standards.
- Project management certification through the Project Management Institute as a Project Management Professional (PMP), or PRINCE2 or Master’s degree in Project Management.
Preferred Qualifications:
(Preference will be given to candidates who, demonstrate some or all the following skills/experience):
- Master’s degree or beyond in Business Administration, IT, Computer Science, Management Information Systems or a related field from an accredited college or university.
- Experience with vendor management.
- Experience working with Portfolio / Project Management application.
- Proficiency in at least two of the following areas with three (3) years of experience in each area: IT Audit, Independent Verification and Validation (IV&V), PMO Lead, Project quality assurance.
- Experience working with the State of Georgia or with another Government agency/organization.
- Organizational Change Management experience.
- Private sector consulting experience.
- Experience with cloud IT systems.
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Hiring Salary: *$97,200.00
Worker Type: Hybrid – State of Georgia Remote Work Option
- Current Georgia state government employees will be subject to SPB rule provisions.
