Job Summary
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones, monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, production and administrative areas. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
Essential Duties and Responsibilities
- Provides executive leadership through daily communication with various internal departments to coordinate services including during start-up period. Works closely with Provider Relations, Information Technology, Facilities, HR and subcontractors to ensure contractually compliant services.
- Manages the workload through the various operational team leaders to ensure the achievement of organizational goals and objectives including quality, timeliness, customer service and cost metrics.
- Provides and reviews responses or updates as needed
- Manages contract action items from internal operations and customer/client
- Implements corrective action plans and oversees execution with internal department leads as necessary
- Drives continuous process improvement to enhance performance. Works closely with operations and leaders to continually improve processes and procedures in support of program.
- Maintains effective working relationships with all customers, gaining feedback and working closely with the operations leadership to modify processes to ensure performance objectives are met .
- Responds to client concerns in a timely manner; escalating as appropriate
- Responsible and accountable for overall contract performance and financials.
- Federal government contract program management for large complex military medical examination program operating across the nation with multiple service delivery models. Primary point of contact to the government.
- Ensures timely recommendations and resolutions to ensure high level of customer satisfaction
- Seeks methods of improving/automating process and finds ways to increase profitability.
- Works closely with and mentors operational leadership to ensure contractual compliance is met. Ensures implementation of a project plan with defined timelines and deliverables including documentation of action items.
- Actively participates in and contributes to the development and communication of strategic objectives, plans and performance metrics to meet contractual compliance.

- Must possess the ability and flexibility to work to meet deadlines and client expectations
- Proficiency with software applications such as Microsoft Office applications and Tableau
- Advanced knowledge of Health/Medical services and/or logistics/medical logistics expertise
- Self-motivated with strong planning, problem-solving, analytical and organizational skills
Education and/or Experience:
- 14 years of program management experience
- 5 plus years of experience leading multiple teams/departments
- Bachelor’s Degree or equivalent related work experience required, Master’s Degree preferred
- PMI certification preferred
- Minimum 3 years government contract management experience
