Job Description
VNA Home Health and Hospice is offering the MANAGER OF HUMAN RESOURCES opportunity where the elite will challenge their skillset to oversee and take responsibility for the organization's direction, development and implementation of Human Resource activities, such as employment policies and procedures; compensation; benefits; risk management; employee relations; diversity programs; employee safety; workers' compensation; employee service and training of the VNA staff. As the MANAGER OF HUMAN RESOURCES below is a partial list of responsibilities: Talent Management: Consults with business leaders in forecasting current and future talent acquisition needs; partners with HR talent acquisition staff to ensure recruitment initiatives are sufficient to support needs and strategizes new approaches to attract talent. Assures a viable recruitment and selection function by researching, recommending and implementing programs and systems to recruit and select the best possible employees. Monitors retention for trends and analysis of strategies for improvement. Supports leaders in all aspects of performance management; provides guidance to strengthen people manager skills around coaching, performance conversations, annual performance evaluation and periodic updates year-round. Organizational and Workforce Development: Reviews employee engagement survey data with leaders and supports them in developing engagement plans and tactics. Ensures that the business shares and communicates engagement results and tactics for improvements, including presenting data at meetings, leading initiatives that will improve engagement, and drafting communications to promote awareness among staff. Oversee, monitor and evaluate current employee engagement and reward program(s). Employee Relations: Develops and administers policies and procedures necessary to assure compliance with all government regulations pertaining to the Human Resources function. Develops and maintains effective employee relations program. Assures that agency employment, workers' compensation, labor relations, personnel and equal opportunity policies and procedures comply with the applicable provisions of federal and state labor laws including the maintenance of necessary files. Assists management in counseling employees for rule violations and interprets and explains personnel policies and procedures to management and employees. Acts as an internal consultant to management staff on all Human Resource issues. Assures agency compliance with workers' compensation issues, maintaining a safe and secure work environment. Reports, monitors and analyses accidents and claims and develops accident prevention programs/training. Acts as Chair of the Safety Committee. Serves on organization's committees, as requested. Acts as the EEO compliance officer, maintains the Agencies PRIDE (workplace diversity) program, assuring reports, records and logs to comply with EEO regulations. Recommends and implements the agency's labor and employment relations policies and practices to ensure fair and equitable treatment for all employees. Maintains affirmative action plan. Protects interests of employees and the company in accordance with agency Human Resources policies and governmental laws and regulations. Approves recommendations for terminations. Reviews employee appeals through complaint procedure. Objectively coaches employees and management through complex, difficult and emotional issues. Total Rewards: Monitors the existing benefits programs to assure they meet the needs of the organization. Supervises the planning, implementation, administration and ongoing maintenance of the benefit programs consistent with applicable legal mandates. Implements and updates compensation programs, conducts salary surveys, analyzes compensation, and monitors performance evaluation program. Administers classification programs, which includes classifying/reclassifying positions, assigning/maintaining salary ranges, and job description maintenance. Develops a departmental budget, assuring that adequate controls are established and monitored to prevent unfavorable budget variances. Other duties as assigned. A few other requirements of our MANAGER OF HUMAN RESOURCES : Bachelor's Degree with emphasis in Human Resources Management, or in a related field of management preferred. HRCI Certification preferred. Minimum of five years of human resource management experience, preferably in the health care and a multi-corporation setting. Strong analytical skills. Excellent oral and written communication and interpersonal skills. Strong organizational skills with ability to prioritize and multi-task. Ability to work with individuals at all levels of the organization. Strong knowledge of principles and practices of Human Resource Management and State and Federal Labor Laws and Regulations. Strong leadership skills and well developed team skills; unquestioned integrity and the experience, confidence and presence to effectively handle sensitive Human Resource issues. The position requires the ability to perform, with or without reasonable accommodation, the following essential functions: Ability to sit for extended periods of time.
