Job Description


Advises Department of Public Defense Directors (DPD) and executive teams on all human resource matters to ensure consistent and timely application of rules, policies, procedures and collective bargaining agreements. Avoids legal challenges by understanding current legislation, enforcing regulations with managers, recommending new procedures and conducting training.


Interprets laws, rules, and policies governing human resources programs and serves as the subject matter expert for the Department of Public Defense on DAS-HRE rules/procedures, classification and other human resources issues.


Represents DPD management team at PERB hearings, litigation, and other relevant meetings and serves as liaison with DAS-HRE and LRT. Advises the DPD management team on personnel policy development and makes recommendations to the HR Director regarding policy revisions and updates. Advises the Directors and executive teams on all matters relating to, but not limited to, disciplinary actions, grievances and appeals. Coordinates with senior management and fiscal professionals on forecasting and budget execution for


support of operations and cooperative agreement directives/complaints. Attends management planning meetings and provides input to audits. Provides guidance and trains supervisors to manage employees in compliance with state laws, federal laws, DAS-HRE rules, and human resource policies.


Advises supervisors on hiring procedures and reviews relevant paperwork to ensure consistency and compliance with applicable rules. Assists managers with developing standardized resume scoring tools and interview scoring tools for use in the hiring process. Ensures compliance with State and Federal law, including anti-discrimination laws and Administrative Rules. Participates on interview boards, as required. Recommends appropriate compensation levels in preparing justification for advanced appointment rates. Reviews and approves Special Pay requests and submits to DAS.


Advises, assists in preparation, coordinates and tracks grievances. Advises and assists in effective resolution of personnel complaints. Advises and assists supervisors with performance evaluation process. Advises, coordinates and tracks status of reasonable accommodation requests.


Assists in reduction in force (RIF) process and calculates employee retention points, as needed. Coordinates investigations, creates/reviews investigatory questions, participates in investigations when necessary, participates in the review of information collected in an investigation, advises and assists management with effective resolution of personnel issues and complaints. Prepares interrogatories and exhibits as requested by the DAS General Counsel or Attorney General Office or as required for grievances or arbitrations.


Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Graduation from an accredited four-year college or university with a Bachelor's degree.
  • Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
  • A combination of a total of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university course work equals one year of full-time experience.
