Job Description


Title: Human Resources SpecialistFLSA Status: Exempt


Classification: Administrative Support


Immediate Supervisor: Chief Human Resources Officer


Job Summary: The Human Resources Specialist is responsible for day-to-day human resources transactions. This position will be focused on providing general human resources customer service support for hourly/classified employee groups. The Specialist will facilitate the lifecycle of the posting, hiring, and onboarding process for hourly/classified employee groups. This position requires the use of independent judgment. The essential functions as shown below represent only key areas of responsibility.


Hiring Specifications


Education


  • Bachelors degree in human resources or related field, preferred


Certification


  • Valid drivers license and dependable vehicle for primarily in-district travel, required
  • Professional certification from SHRM, HRCI, or AASPA/HCLE, preferred


Experience


  • 2-3 years of general human resources experience, preferred


Skills, Knowledge And Abilities


  • Knowledge of performance management processes, systems and tools
  • Knowledge of state and federal laws and rules affecting public sector employment (i.e. Rights and Privacy Act, DE regulations, Iowa Code, AA/EEO, Wage and Hour, Job Service, PERB, FMLA, etc.)
  • Effective conflict resolution skills
  • Ability to organize work procedures and set goals in a competent manner
  • Must be able to work outside of normal work hours on occasion
  • Ability to meet deadlines in a timely manner

Job Duties


  • Builds and repares reports as requested (i.e., staffing, salary, employee demographic information).
  • Receive and review recommendations-to-hire for classified/hourly staff. Review applications to ensure the applicant meets standards for hiring in accordance with district best practice, policy, and state/federal law.
  • Provides excellent day-to-day human resources customer service for assigned employee groups.
  • Assists with new human resource software solution implementations.
  • Assists CHRO and Assistant Director of Human Resources with projects as needed.
  • Administers annual letters of assignment for hourly/classified staff.
  • Works with the Department of Special Education on posting, hiring, transfers and other matters related to needs of paraeducators.
  • Performs other duties as assigned.
  • Participates in labor/management committee meetings as needed.
  • Attends local job fairs or hiring events on behalf of the district to recruit for hourly/classified staff positions.
  • Receive and review job posting requisitions for accuracy and accountability to overall district staffing plan.
  • Ensures hiring of paraeducator staff is compliant with the Every Student Succeeds Act (ESSA), which may include setting up and administering a qualification exam.
  • Acts as a back-up for Benefits Coordinator.
  • Assists CHRO with compliance related matters.
  • Interprets policies, procedures, and best practices for administrators and employees in assigned employee groups.
  • Offers positions to candidates recommended for hire, sends them new-hire information, and processes personnel action forms upon completion of hiring requirements.
  • Updates and maintains procedure manuals, handbooks, and other human resources documents as needed.
