San Mateo Medical Center
is seeking a full-time, regular, Dental Program Manager. The Dental Program Manager is responsible to plan, organize, direct, and administer the County-wide dental services program; recommend, develop, implement, and evaluate goals, objectives, policies, and procedures related to dental services; coordinate services with other divisions, departments and outside agencies; fully supervise professional, paraprofessional and support staff.

San Mateo Medical Center is a division of San Mateo County Health. Many of our patients require oral surgery. Services are performed in a hospital-based clinic and general clinic settings. As a result, dental services are integrated with health system processes and infrastructure support including electronic health records, medical dictation, and the availability of dental and medical specialists in both the hospital and satellite clinics.

Besides being a full-scope Medical Center and Hospital, the San Mateo Medical Center operates five dental clinics located in San Mateo (39th Avenue Clinic), Redwood City (Fair Oaks Health Center- FOHC), Daly City (Daly City Clinic), Coastside Clinic (Half Moon Bay), and a Mobile Dental Clinic (MDC). These clinics treat children and adults, homeless and transitional populations, and patients with HIV diagnoses.

All Clinics are open Monday through Friday, 8 AM to 5 PM, with some evenings, and some Saturday hours. There is an oral surgeon at the San Mateo facility every Wednesday, at FOHC every Monday, and at Coastside one day every other month. At FOHC and MDC, there is a special clinic where patients are treated by University of Pacific Third Year Residents. Pregnant women on Medi-Cal can also obtain dental services in all of the clinics. Additionally, San Mateo Medical Center oversees dental care for correctional health.

The ideal candidate will have a minimum of five years of clinical experience and five years of supervisory experience. Experience obtained through clinical settings is strongly preferred. Dental services are performed in hospital-based clinics and general clinic settings. As a result, dental services are integrated with health system processes and infrastructure support including electronic health records, medical dictation, and the availability of dental and medical specialists in both the hospital and satellite clinics.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Orient consulting dentists in protocols and procedures.
  • Provide clinical supervision and direction to all levels of professional, paraprofessional and support staff including assigning, directing, and monitoring work.
  • Prepare detailed written reports, policies, procedures and contracts.
  • Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies.
  • Develop standards of care.
  • Plan, direct, monitor and evaluate the effectiveness of comprehensive countywide dental services and programs, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
  • Act as formal liaison between administration and other dentists.
  • Carry out a full range of dental care and treatment duties.
  • Develop, implement, review and evaluate administrative and dental care policies and procedures.
  • Teach and provide instruction to residents, interns and dental students.
  • Perform related duties as assigned.
  • Select, supervise, train and evaluate professional, technical and clerical subordinates; full supervision includes responsibility for selection, performance evaluation, and corrective action.
  • Prepare, administer and monitor the program budget and grant funding to ensure the accomplishment of program and service objectives within budget and other funding restrictions.
  • Coordinate the work of consulting dentists.
  • Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of contracts.
  • Participate in in-service training programs.
  • Participate in clinical research.
  • Prepare reports and maintain records of activities.
  • Develop and monitor adherence to policies, procedures and protocols.

Qualifications

Licensure/Certification:

  • License to practice dentistry issued by the California Board of Dental Examiners.

Knowledge of:
  • Development of medical policies, procedures and protocols.
  • Proper documentation of clinical services.
  • Community resources and public/private services and funding sources.
  • Current developments, trends and research in the dental field.
  • Supervisory principles and practices, including work planning and evaluation, project management, scheduling and training.
  • Principles and practices of public administration, and program management, including planning, implementation and evaluation.
  • Preparation of comprehensive reports and other correspondence.
  • Principals and practices of modern dentistry and its application, techniques, procedures and equipment.
  • Dental care management practices and principles including revenue retrieval.
  • Principles of budget preparation and monitoring.
  • Principles of personnel training, supervision, evaluation and corrective action.
  • Pharmacology including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects.
Skill/Ability to:
  • Provide clinical direction to professional, paraprofessional and technical staff.
  • Establish and maintain effective working relationships with patients, their families, Medical Center staff, community organizations and others.
  • Evaluate and make recommendations in the improvement of dental services and programs.
  • Analyze and resolve administrative problems related to the dental program.
  • Supervise, train and evaluate staff; coordinate the activities of clinical, professional, technical, and clerical staff.
  • Develop policies, procedures, and protocols for dental programs.
  • Evaluate, monitor, and advise dentists in job performance standards.
  • Provide written and oral communication in various forms such as reports, and recommendations, memos.
  • Organize, direct and administer countywide dental services and related programs.
  • Communicate with others at all levels of the organization and outside community agencies.
  • Apply principles of effective management techniques.
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
  • Four years of experience in the provision of professional dental services, which has included at least one year of supervisory and/or program management experience.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.
