Position Information


THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.


The Human Services Department (HSD) has requested a department promotional certification to fill a Supervising Employment & Training Counselor position, which will be assigned to SonomaWORKS. Only qualified permanent and/or probationary HSD employees on the eligible list may be eligible for referral to the department for the advertised position.

Typical Duties May Include


Supervising Employment and Training Counselors plan, organize, train, coordinate, and support the activities of a unit of Employment and Training Counselors and support staff who are responsible for providing vocational assessment, case management, counseling, and other employment and training services to clients.


  • Acting as liaison with partner agencies to ensure continuity of services
  • Training staff on policies, procedures, and best practices
  • Developing, revising, and monitoring program policies and procedures
  • Participating in employee selection, performance evaluation, progressive discipline, and workflow assessment
  • Overseeing unit operations for case management of SonomaWORKS Welfare to Work and Family-Stabilization services


The Ideal Candidate Will Possess


  • Experience and knowledge of safety-net services, programs, and resources within government and community outlets
  • Expertise in interpreting and applying policies, procedures, and regulations
  • Knowledge of SonomaWORKS and/or Job Link programs, including state mandates
  • Experience collaborating with program partners and other agencies
  • Insight into program clientele and an understanding of motivation methodologies
  • Supervisory or lead worker experience in a social services environment, with the ability to train, coach, monitor, and mentor staff

Minimum Qualifications


Education and Experience: Any combination of coursework, training, and/or work experience that clearly demonstrates possession of the knowledge and abilities listed. Normally, completion of 60 semester units or 90 quarter units at an accredited college including at least 18 semester or 24 quarter units in sociology, psychology, counseling, social work, or other related fields, and one year as Employment and Training Program Coordinator or three years as an Employment and Training Counselor II, coupled with some coursework or training in supervision, will provide an opportunity to acquire the knowledge and abilities listed. A Bachelor's degree from an accredited college or university in administration, management or the behavioral sciences such as psychology, social work, sociology, counseling or related field is highly desirable.


License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.


Knowledge, Skills, And Abilities


Considerable knowledge of: basic principles of sociology, psychology, group and family dynamics, and related subjects; Federal, State and County employment and training programs, goals, regulations, policies and procedures; career, vocational and employment counseling theories and techniques; administration and interpretation of standardized vocational, aptitude and interest surveys and tests; principles and practices of organizing and managing a caseload; principles and methods of effective interviewing, job search, and goal setting; current economic conditions in the local community and regional area including current employment and labor practices and employment trends; socioeconomic problems, cultural difference, language and other barriers to employment associated with various ethnic or disadvantaged segments of the community; problem solving and motivational techniques to assist clients in analyzing their strengths and problems and to working toward mutually agreed upon goals; factors which support individual and family self-sufficiency, especially as related to employment and training; public and private community agencies and resources available to meet client needs; the principles and practices of group facilitation, of supervision, and training.


Ability to: plan, assign and supervise the work of others; evaluate the quantity and quality of individual and unit performance; motivate and train staff in accomplishing program and agency goals; communicate, both orally and in writing, and interact effectively with personnel at various levels within public and private sectors and the general public; define problems, analyze data and situations and select appropriate alternatives for problem resolution; provide consultation to staff both within and outside the agency; review cases, documents, statistics and reports to assist staff in resolving problems, errors, and ensure program compliance; represent the needs of staff to management; prepare and maintain statistics, correspondence and reports; maintain effective working relationships with staff, management, clients, community groups, private and public agency employees and the general public; act ethically and control favoritism .

The Selection Procedure Will Consist Of The Following Examination
An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination which evaluates the education, training, experience, skills, knowledge, abilities, and other qualifications that you demonstrate in your application and/or response to the supplemental questionnaire.
