GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced (senior-level) managerial work providing direction and guidance in the daily and strategic operations and planning for the Application Services section in the Information Technology Services Division (ITSD) of the Texas Department of Motor Vehicles (TxDMV). Directs the activities and staff of the Application Operations, Registration and Titling, Application Development, Quality Assurance, and Technology Transformation and Release Management departments. Work involves establishing the strategic plan, goals, and objectives of the section; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating section activities; and reviewing and approving budgets within the section. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Oversees the Application Operations, Registration and Titling, Application Development, Quality Assurance, and Technology Transformation and Release Management departments in the design, development, testing, implementation, maintenance, and support of agency information systems and applications.
Directs the program activities and daily operations of the Application Services Section focusing on delivering application development products that adhere to requirements, are delivered in accordance with planned schedules, and meet performance and quality standards, while identifying and mitigating potential risks.
Develops and implements techniques for evaluating section activities and functions and identifies need for changes.
Develops and establishes goals and objectives in coordination with Information Technology Services Division leadership consistent with the agency’s strategic plan and information technology vision and goals.
Develops, reviews, and approves budgets in coordination with Information Technology Services Division leadership; adhering to all statutory requirements and ensuring that requirements of funding sources are met.
Develops policies, procedures, and guidelines; and implements and monitors compliance.
Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
Reviews and approves management, productivity, and financial reports and studies.
Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
Develops long-range and short-term plans for the Application Services Section and assists ITSD leadership in developing long-range and short-term plans for the ITSD.
Foster collaborative working relationships within the Application Services Section, other ITSD sections, and with business area partners.
Oversee the 24x7x365 support of critical state information systems.
Supervises the work of others.
Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal laws and regulations relevant to the administration of IT projects and the procurement, management, and security of information technology resources.
Knowledge of the principles and practices of public administration and management.
Knowledge of the Software Development Life Cycle (SDLC), Dev/Ops, Sec/Ops, Agile, and Waterfall methodologies.
Knowledge of the innovation, developments, and trends in information technology.

MINIMUM REQUIREMENTS
Education and Experience
Graduation from an accredited four-year college or university with major coursework in Software Engineering, Application Development, Information Technology, Computer Science, Computer Information Systems, Management Information Systems, Computer Engineering, or a related field.
Seven (7) years of experience performing progressively responsible roles in programming, application development, release management, quality assurance, and/or systems analysis.
Five (5) years of experience managing programming, application development, release management, quality assurance, and/or systems analysis programs and staff.
Experience and education may be substituted for one another on a year for year basis.
PREFERRED REQUIREMENTS
Experience analyzing, developing, and/or supporting application development projects at a state of Texas agency is preferred.
Experience analyzing, developing, and/or supporting application development projects in a supervisory or managerial level at a state of Texas agency is preferred.
